​This repository profiles hundreds of useful contingency contracting tools, templates, training, forms, and resources that can be used for training in garrison or in the field supporting contingency operations. Contingency operations may involve direct support of troops in combat or humanitarian relief for the victims of a natural disaster. Regardless, success will ultimately depend on the Contingency Contracting Officer’s (CCO) ability to act quickly and effectively in one of the most demanding missions we face.

The Contingency Contracting Toolkit serves as a consolidated source of information for CCOs to do just that and to be effective in meeting the challenges they will face, regardless of the mission or environment. It will help CCOs in expediting the needs of those whom they are supporting, which is crucial to the overall success of the mission.

Contractors Authorized to Accompany the Force

Contractor personnel who are authorized to accompany the U.S. Armed Forces are known as Contractors Authorized to Accompany the Force (CAAF). CAAF status is given to contractor personnel who are:

  • US citizens or third-country nationals who are not usually residents of the operational area
  • Located in close proximity to the U.S. Armed Forces
  • Often collocated with the U.S. Armed Forces, especially in non-permissive environments


CAAF status is granted through a letter of authorization (LOA) issued by a government contracting officer or designee. CAAF status does not apply to contractor personnel who support operations within the United States.

QUESTION

​Beyond SAM.gov, to what extent is vendor vetting done and what resources are OCS professionals of the DoD expected/required to use? JCCS only covers CENTCOM & AFRICOM areas. Is there any published policy or guidance to our contracting forces that outlines either a mandatory process or general SOP to assess and communicate current or potential risks of doing business with foreign vendors when they are not registered in SAM or JCCS?

OSD is in a bit of a unique place with VTM right now - usually they develop

policy and implementation flows down, however, currently there are 3 CCMDs that have

been doing this for awhile and the rest are just starting to play catch-up

and establish VTM programs and guidance for their areas of responsibility.

Until the Directive for VTM was signed out this summer, a lot of effort had

to be put into working that policy. OSD still has to develop an instruction

and doctrine to further guide implementation. However, OSD recognizes the

need for more tactical level guidance because they have such different levels

of maturity and your question is really timely.  What is needed is a handbook or

repository that helps folks in the field think through all the avenues of a

vendor's profile to reduce the overall risk of doing business with a foreign

entity (intel threats, geopolitical issues, ties to other entities, supply

chain risk, etc.).   Ms Donna Livingston from OSD OUSD A-S is tentatively scheduled to be our guest on the CCO Experience Office hour 25 Jan 2023 to discuss this topic in more detail  Please stay tuned.

CON 8400V Advanced Contingency Contracting Officer's Course

The next CON 8400V Advanced Contingency Contracting Officer's Course is set for 13-16 Nov. The Advanced Contingency Contracting Officer’s Course, CON 8400V, provides an in-depth, comprehensive examination of Contingency Contracting at an advanced level that will help you to understand how to effectively manage contracts in a contingency environment. The course examines Contingency Contracting from the perspective of a Chief of Contracting Office, Senior Contracting Official Staff Officer, or Combatant Command Staff Officer. This course is essential to the Operational Contract Support Community in that it enables the military and government personnel to develop the skills and knowledge necessary to perform in the complex environment of contingency contracting. Please come out and join us on Wednesday, 30 Aug for the CCO Experience Office Hour where we'll have SFC Justino Surla, 408th CSB for Regional Contracting Office-OIR.  SFC Surla will discuss the use of OPFUND through Field Ordering Officers (FOOs) and the support provided during special operations.  These are true contingency environments  and how logistics support is provided through capability of the FOO program.  

If you're in a deployable position, you'll not want to miss out on this one!

CON 0840 Vendor Threat Mitigation Course Deployed

This Online Training (OLT) course provides students with a broad introduction to the policies and functions for VTM and the importance of considering the potential risks introduced by malign actors in campaign and contingency operations. The course defines VTM, reviews roles and responsibilities for various government stakeholders involved, and provides examples of VTM policies from various Combatant Commands and operations.

Target Audience:  This enterprise-level course targets Department of Defense acquisition and non-acquisition professionals, especially supply chain security professionals; joint and Service component headquarters staffs with force protection, counterintelligence, and operational contract support responsibilities; and contracting activities supporting overseas campaign and contingency operations.

"The CCO Experience" Office Hour (23 Aug 2023) 1100-1200 Central Time

DAU has started a brand new office hour called the Contingency Contracting Officer Experience."  

Please come out and join us on Wednesday, 23 Aug for the next CCO Experience Office Hour.  We're very fortunate to have as our guest speaker Ms. Margaret Crow, OCSIC Planner, Defense Contract Management Agency (DCMA), CJTF-OIR, CJ48 OCSIC, Camp Arifjan, Kuwait.  Margaret deployed to Kuwait and into southern Syria via DCMAs Contingency Response Force (CRF).  These positions are contracts that require CRF personnel to deploy whenever given orders.  In Kuwait she was part of the OCSIC team for CJTF-OIR working directly with the customer, assisting them in defining their needs and developing their requirements package in preparation for the Joint Requirements Review Board. The DCMA CRF program mostly fills OCSIC, 408th/401st LOGCAP/KO positions, and 401st/408th QA positions.

If you're a civilian and looking for a deployable position, you will not want to miss out on this one!

This Online Training (OLT) course provides a broad introduction to Department of Defense private security contractors (PSCs), what functions PSCs and PSC personnel are and are not authorized to perform, and why PSC personnel accountability and visibility is important. It also reviews key PSC policies and guidelines, oversight and personnel accountability requirements and processes, and organization-level responsibilities for the effective and appropriate use and oversight of PSC personnel. CON 0810 Contactor Personnel Accountability

This Online Training (OLT) course provides a broad understanding of contractor personnel accountability policy and processes, as well as the importance of considering accountability requirements as early in operational planning as possible. The course defines contractor personnel accountability and visibility, reviews roles and responsibilities for various government stakeholders, and provides examples of contractor personnel accountability policies from the Office of the Secretary of Defense and various Combatant Commands. The course also provides an introduction to the Synchronized Pre-deployment and Operational Tracker – Enterprise Suite (SPOT-ES), the system for tracking contractor personnel accountability in operational environments. Vendor Threat Mitigation

VTM is DoD and whole-of-government processes used to aid the identification and vetting of vendors who may be associated with an adversary, as well as processes to audit and prevent funding (including goods and services) from going to a vendor who may be associated with an adversary. VTM activities mitigate risk and prevent or counter any threats posed by vendors who may be associated with an adversary. (Source: DoDD 3000.16
