All ammo operations require an SOP, the NEW must be listed in the SOP. Is it stated anywhere that the Bay NEW limits must match the NEW on the SOP?
You may find it helpful to check the latest U.S. Army Logistics & Explosives Safety Review Guide. In it you'll see references to AR 385-10, DA Pam 385-10 and DA Pam 385-64 that might apply to your situation.

Robert, the Bay NEW limits cannot exceed the NEW on the SOP. Posted limits could be less than the limits indicated in the SOP. Also, the SOP limits cannot exceed the limits on the approved Explosives License nor the approved explosives site plan for the location. References for bay limits are- AR 385-10 paragraph 1-5a(3) which requires Soldiers and DA civilians at all levels to comply with OSHA, safety regulations, Army Occupational Health Program, work practices and SOPs; DA PAM 385-10 paragraph 9-1b requires SOPs to be followed when performing a task; and DA PAM 385-64 paragraph 2-5a which states 'Personnel and explosives limits must be clearly posted in operating bays and readily available for all other operations and must not be exceeded during the operation. Explosives limits for AE operations will be included in the SOP.'
