We are trying to get a maintenance BPA in place for a Generator that supplies emergency power to our SCIF. We put out a SOW, held a site visit and got the quotes back. They were for 2 line items one for the actual maintenance contract and another for emergency calls. We didn't specify how we were awarding this BPA and now we have a problem. One vendor has a lower line 1 but a higher line 2 so I am at a stand still.

One way to evaluate a proposed price in your scenario is to use an estimated number of hours for emergency calls for evaluation purposes. The solicitation would have to disclose the estimate. As far as your current solicitation, you could "salvage" it by amending it to disclose the basis of award.
(I know I'm late to the party on this, but I'm chiming in.) On what basis was the IGE formed regarding the emergency calls? Something must have been used to come up with a number. I imagine it would have been based on an estimated number of historical hours for emergency calls? You could use that as your evaluation standard when you amend the solicitation. Then, comparison w/ the IGE would be "apples to apples", and it could help support the price reasonableness determination.
