New DODM 4245.15, Management of Diminishing Manufacturing Sources and Material Shortages


I'm pleased to announce that we have taken our next step toward improving DMSMS and parts management across DoD! 

On 26 October 2022 DoD Manual 4245.15, Management of Diminishing Manufacturing Sources and Material Shortages was approved by the Assistant Secretary of Defense for Sustainment.

This is the culmination of over three-years of effort to write, socialize, and gain approval for this manual which provides mandatory procedures for implementing DoD Instruction 4245.15 on DMSMS Management. You will see that the DoDM 4245.15 contains multiple references to the SD-22 that has additional guidance on how to perform the required DMSMS management functions.

One of the most important aspects of the new manual is the establishment of mandatory recordkeeping requirements for every program office. The recordkeeping requirements include both cost-related data elements and efficiency-related data elements. Collecting, maintaining, and using this data will provide the Department with unprecedented new DMSMS management capabilities. Program offices will be able to improve their processes by identifying what is working and what is not working and benchmark their performance against other program offices. This will enable them to answer questions from leadership on the cost and scope of DMSMS issues. 

In addition, the DoDM charters the DMSMS WG and establishes its role in facilitating the implementation of risk-based, proactive DMSMS management throughout the DoD. 

With this hard data being collected and available, I will be in a far stronger position to initiate improvements to policy and guidance and increase leadership awareness and increase emphasis on DMSMS and parts management.
