Congressional Enactment

DoD receives budget authority through appropriations from Congress.  In addition, specific programs/projects must be authorized by Congress.  Program authorization and appropriations are a result of the Congressional enactment process.  The DoD portion of the President's Budget, which is the end product of the PPBE process, is the basis for the enactment process.  This budget request will be closely scrutinized, serving as the basis for three major pieces of defense-related legislation: the National Defense Authorization Act and the Defense and Military Construction Appropriations Acts.  These three acts in turn will be subject to limits set by the Concurrent Budget Resolution.
