This flowchart is a visual aid that simply depicts  the contracting officer's role and responsibilities  when significant deficiencies have been found within a contractor's property management system.   as prescribed by FAR 45.105 and DFARS 252.242-7005.

This chart provides for a 90% confidence level that random selections of a population will represent the entire population that is sampled

When the type of property does not require a 100% sampling of the entire population, such as may be the case for sensitive property, a process may be evaluated by selecting random samples in the quantities shown on this chart. The limits of acceptability are based on a 90% confidence level that the evidence supports a finding of a systemic defect
