Currently there is a Contract with the command I am supporting as a PA. The COR forwarded a copy of the contract for my review. As I reviewed the contract, I verified that the required Property Clauses were listed on the contract, which entitles the Contractor GFP equipment.
As stated earlier, that I was not assigned this contract as the PA. One of the government Property Custodians has accepted the management of the assets and has issued the assets the contractors using DD-1150 and DPAS HRs.
Now that you have the background: Here is the question.
Is there a FAR Clause that identifies this has an issue or a contract violation.

Neither a DD Form 1150 nor a hand receipt make the property accountable to the contract. The Government property clause would not cover those items. Presuming providing GFP is justified per FAR 45.102, FAR 45.201 requires the contracting officer to insert a listing of the Government property to be offered in all solicitations where GFP is anticipated. The DoD is required to comply with DFARS 245.103-70, which incorporates DFARS Procedures, Guidance and Information (PGI) 245.103-72. DFARS PGI 245.103-72 requires the use of a GFP Attachment to list property being provided as GFP to contractors. By the way, the GFP Attachment is now located in the GFP Module of Wide Area Workflow.
