What are the relevant references/regulations pertaiing to GFP from the US to a foreign Government?

FMS (Title 23) has to be financially auditable by June 2023. Defense Security Cooperation Agency (DSCA) has told us that they want DoD Services/Agencies to use as many of the same GFP processes that we use on the normal USG side (Title 10) as possible. They are working on developing further guidance for the GFP processes that are FMS unique.
