Contract Property Life Cycle Phases

Delegations for Contract Administration may involve property specialists in accordance with FAR 42.302(a)(32) Perform pre-award surveys to ascertain that a potential contractor has or is able to obtain the required skill to manage property. [see Subpart 9.104-1(e)] Provide assistance to the Program Manager, Contracting Officer, and Production Supply Manager to assist with the following pre-award tasks:
- Assist in Construction of a Business Case for Property
- Support Solicitation with definitive information, clauses, and other terms to mitigate risks (for example, provide property "as-is" or with warrantees
- Support Source Selection by research of standards for control and an evaluation of contractors' property system plans and past performance
- Performance

Conduct property administration, performance audits, interim disposal actions, and support partial terminations:
- Review Contract & Accept Assignments
- Establish Property Administration Records
- Report Contract Deficiencies (CDR) with recommendations
- Construct a Risk Analysis for stakeholders
- Establish Property Audit Objectives
- Plan a PMSA, data methods and elements, and schedule audit
- Conduct a PMSA and communicate results
- Respond to Reports of Property Loss
- Respond to Special Requests
- Disposition

Dispose of contractor inventory:
- Dispose of Property that is no longer required during contract performance (Refer to Administer FAR 45.6)
- Require or waive final inventory
- Confirm updates to the Property Record
- Assist with shipments
- Administer FAR 45.6 Disposal
- Coordinate Demilitarization
- Certify completion of all property actions
- Distribute history of property management
- Plant Clearance section of the Contract Cost, Price and Finance Community
- Closeout
