DAU Defense Systems Management College - International Center (DSMC-I) presentation on DoD Production, Sustainment & Follow-On Development (PSFD) Memorandum of Understanding (MOU) structure, characteristics, models, and benefits.

PSFD (and SFD) MOUs are established with allied and friendly nations to provide a legal mechanism for cooperative investment in -- and collective procurement of -- a weapon system’s defense articles & services to increase coalition capability,  interoperability & affordability.   Title 22 USC 2767 provides the legal basis for DoD PSFD and SFD MOUs.

PSFD & SFD MOUs enable DoD and allied/friendly nations to achieve the following mutual defense objectives:
- Operational (coalition warfare capability & interoperability)
- Economic (optimize program affordability throughout system lifecycle)
- Technical (share leading edge technology to address future threats)
- Industrial (increase collective industrial base capability/capacity)
- Political-Military (broaden & deepen nat’l security & defense relationships)

 The "Guide to DoD IA&E Practices" is essentially a 'stand-alone' version of the legacy DAG Chapter 1 Supplement 1 -- IA&E" which is in the process of being phased out.

The IA&E Guidebook provides detailed information regarding the IA&E concepts introduced in the Guide to DoD Program Management Business Processes located at URL https://www.dau.edu/functional-areas/program-management/  The term “IA&E” encompasses all of the elements of international involvement in DoD acquisition activities throughout the acquisition lifecycle – including Science and Technology, Research and Development, Production and Deployment, and Operations and Support – by exploring foreign solutions, International Cooperative Programs (ICPs), foreign sales or transfers, exportability design and development, and Technology Security and Foreign Disclosure (TSFD).

The IA&E Guidebook is intended to provide Program Managers (PMs) with information needed to organize, plan, and execute DoD international acquisition activities regardless of acquisition pathway, acquisition category, contracting model, or program type.

DAU's Webinar “Competing to Win - International Acquisition – Ukraine and Beyond will be conducted on Aug 2, 2022 from 12:30 – 2pm (ET).  This Webinar will explore DoD's International Acquisition & Exportability (IA&E) activities that are vital to the achievement of U.S. National Security and Defense strategy objectives. Like past crises, U.S. Government defense material support to Ukraine highlights the importance of DoD acquisition as a key tool of foreign policy. What lessons from our Ukrainian experience should we consider in the broader context of strategic competition with China and other global powers?

We encourage U.S. Government and DoD Acquisition and Security Cooperation workforce members, allied and friendly nation counterparts, and U.S. and foreign industry personnel to “Save the Date” and join us on Aug 2 at 12:30pm ET by registering on the Events” section of the DAU.edu Website.

Course Update

ACQ 380 (International Acquisition Management) is DAU's advanced International Acquisition & Exportability (IA&E) SME course.  DoD Acquisition and Security Cooperation workforce members receive a DAU Certification of Successful Completion of Training upon graduation from ACQ 380.  ACQ 380 graduates to date have enjoyed this participative, practical exercise/case study-based course and rated it very highly. 

Successful completion of ACQ 230 (Int'l Acquisition Integration) is a prerequisite. 

The next ACQ 380V (Virtual) offering will be held Aug 16 -23, 2022.

​Good morning, all. We are currently starting work under a Project Agreement - the program will involve the sharing of classified data between the two countries, and there is the need to develop both a Project Security Instruction and a Classification Guide.


If anyone has any examples of either of these documents which they could share, that would be greatly appreciated.
