The Defense Acquisition University (DAU) Interest Based Negotiation Decision Framework (DF) can be particularly useful in discussing, negotiating, and establishing complex, important International Cooperative Program and Foreign Military Sales (FMS) transactions throughout the DoD acquisition life-cycle.  It is also a “scalable” decision analysis framework which can be completed  in a few hours (if the ICP or FMS transaction issimple or time is short) or used in a more deliberate fashion (as part of a large scale ICP or FMS initiative) as the situation dictates

Defense Acquisition University (DAU) is publishing several new ACQ 380 (Int'l Acquisition Management) Online Course Modules to support future ACQ 380 Virtual Instructor Led Training (VILT) course offerings in 2021 and beyond.

The DAU International Acquisition & Exportability (IA&E) Online Course Module provides a comprehensive summary of U.S. Government (USG) and Department of Defense (DoD) strategy and policy pertaining to DoD-wide IA&E efforts contained in the:

- U.S. National Defense Strategy
- USG Conventional Arms Transfer (CAT) Policy
- DoD 5000 series Adaptive Acquisition Framework (AAF) policies.

Course Update

​ACQ 380 (International Acquisition Management) is DAU's Level III Int'l Acquisition Career Path (IACP) course.  DoD acquisition workforce members receive a DAU Certification of Successful Completion of IACP Level III Training upon graduation from ACQ 380.  ACQ 380 graduates to date have enjoyed this participative, practical exercise/case study-based course and rated it very highly. 

Unfortunately, due to the impact of COVID-19 on all DAU resident courses, the August 17-21, 2020 offering will be cancelled.

​DAU recently established a first-ever FOUO/CUI document storage capability on the Intelink Inteldocs FOUO/CUI website.  USG/DoD personnel and authorized DoD contractors with Common Access Cards (CACs) may access the new DSMC folder once they have registered as Intelink users.

Once you are a registered Intelink user, visit the DSMC FOUO/CUI Document Folder to obtain access to DSMC-International FOUO/CUI documents on International Acquisition & Exportability (IA&E) topics including Int'l Cooperative Programs, Defense Exportability, IA&E Planning & Analysis, and Foreign Military Sales.

​DSMC-International conducted an Int'l Acquisition & Exportability (IA&E) Lunch & Learn Webinar on August 7 from 1230 - 1400.  This WebEx presentation and discussion focused on recent developments in the DoD IA&E area including:  IA&E in the National Security & National Defense Strategies; White House Conventional Arms Transfer Policy implementation activities; White House – Congressional disagreements over U.S. arms exports to the Middle East; the impact of recent NDAAs on USG/DoD Foreign Military Sales (FMS) transactions; and recent DoD JCIDS policy changes on Building Exportability into DoD systems and equipment.  A copy of this presentation is available on this Int'l Community of Practice website at URL

The December 2-6, 2019 offering of ACQ 380 at Fort Belvoir, VA was canceled due an insufficient number of student registrations.  Please consider signing up for the February 2020 offering of ACQ 380 today.
