What governing documentation defines Integrated Logistics Support (ILS) Management as obsolete?
Background: I'm presently reviewing SECNAV INST 5400.15D, DON Research, Development, Acquisition, and Associated Life-Cycle and Logistics Management policy and I would like to know if the terminology of logistics management / ILS management should be replaced with Integrated Product Support and Product Support Management respectively.

One substantive change from FY18 was the
addition of CLE 068 to Level II certification training requirements.

What responsibilities does the Logistics community have with regard to GFP provided to contractors?
Supply Chain Risk is not the same as Supply Chain Cybersecurity. When looking at studies of military and commercial Supply Chain risk, Cybersecurity is not the leading concern. There is much more to Supply Chain Risk than Cybersecurity (see article here). A Supply Chain, especially with our aging systems, has a higher risk in dealing with Diminishing Manufacturing Sources and Material Shortages (DMSMS). Data integrity, in the form of incorrect data populating our information systems, is a concern. The data integrity risk is not from a hacker changing component data, but from authorized personnel incorrectly entering data. We make mistakes.
Our Supply Chain also faces risk from weather events, counterfeit parts and labor issues. These typically convert from a risk to an issue with little warning. Combine this with our leaning of Supply Chains, and now you can face a significant challenge. Therefore mitigation planning must be in place to control, avoid, assume or transfer the risk. This mitigation planning must be focused on what is most likely and has the greatest consequence.
Analyze your Supply Chain. Understand the greatest risks. Build your mitigation plans for those risks. Don't blindly assume Cybersecurity is the same as Supply Chain risk.
I am researching how both Battle Spares and Forward Based Spares are managed and what determines if it is a spare. Trying to find out information on both Battle Spares and Forward Based Spares; it seems the terminology has changed over the years as well as where information can be found ie. instructions (P-485) and policies. Could you assist me to help identify who manages, what is a requirement to be a spare and what instructions or policies provide information?

What is the best way to track maintenance related data (i.e. MTBF, MTBCF, MTTR, etc.) for a COTS product? Is there a class for this?
Background: I work on a space environmental monitoring system that is 100% COTS. The system is fielded and maintained by a contractor and they do not currently track failure rates of the system. There are other users of this COTS product but it is a very specialized piece of equipment and there is no maintenance data available on the internet or from the manufacturer for things like MTBF, MTBCF, MTTR, etc... I would like to start tracking this data but I'm not sure how to go about it.
Please suggest topics for discussion, knowledge that should be added, ideas for Lunch & Learns, etc. We want to hear from you!
I'm new to the acquisition community and preparing for my first ILA. There's an item in the ILA Handbook, "Preferred Parts Selection List/Approved Parts Lists". Is it part of the SEP, PPP, DMSMS? I was given an instruction, DoDI 8100.04, but that document wasn't very helpful. Where might I be able to find information on this requirement?
I have been tasked with compiling a Product Support Business Case Analysis for 2 newly awarded projects (CONUS and USAFE FSS) and I am at a loss of what information I need to complete the PSBCA profile as seen in the "DoD PSBCA Guidebook (Rel. 2011)"

Hello all. I have been tasked to calculate the MTBF of a system in an AEROSTATIC environment. Can MIL-HDBK-217 be used for this calculation? I am not finding AEROSTATIC environment as a choice for MIL-HBKD-217. What is the closest environment that could be used in liew of AEROSTASTIC using the Handbook? IF MIL-HDBK-217 cannot be used, what other software or procedure can be used to caculate MTBF in this type of environment? Thank you.
Can MTBCF (Mean Time Betwen Critical Failure) be greater than MTBF (Mean Time Between Failure) assuming same system, temperature and environment?
As the National Lead for Supportability T&E at the Naval Air Systems Command, I had the pleasure of being a guest at a DAU "Lunch and Learn" in June 2017. As a result of that event, personnel from the Naval Sea Systems Command contacted me requesting participation in an upcoming class I will be hosting in Mar 2018. But I didn't hear of any interest from the Air Force or Army.
Can you point me in the right direction to who conducts the equivalency of Supportability Testing/Analysis for Air Force or Army product lines? It seems to me all of the services could benefit if we were to use our collective skills and resources in teaching/conducting a much needed service.
I am the logistics program manager for a small depot contract field team. My program is contracted through the Contract Field Team/Program Office (CFT/PO). What is the negative impact of writing a T&M contract with a not to exceed level for sustainment support while allowing the addition of CLINs to support modification kit installations. A FFP contract works well for a known sustainment requirement but does not well support UDLMs or modifications that require different funding streams. To date CFT/PO is very reluctant to write T&M contracts.
Any suggestions are appreciated...
I am working on a very mature program well into its sustainment phase. We now have a requirement to develop an LCSP for this program.
Question: Wouldn't it be more value-added to waive the requirement for this type of program until a redesign/new design phase of the program lifecycle is initiated?
