Updated Ao instruction for DoN. The specifics moved into Operational Availability Handbook. Cant find this handbook on either RDAIS or anywhere on https://www.secnav.navy.mil.

Does anyone have--  or can point me in right direction?

Brian, good to hear from you again. The issue may be the fact the desigation you were looking for is OPNAV INSTRUCTION 3000.12B rather that OPNAV INSTRUCTION 13000.12B. ​Bill - Likewise. I see you still are carrying the logistics torch! I have the instruction - I fixed my fat fingers. 

I'm actually looking for the DoN Ao handbook that is referenced within. The link posted in the instruction to the handbook is a dead end.
