Does anyone have experience with PBLs for non-Programs of Record, particularly those with non-standard equipment that is outside of the DoD inventory?
Attention PBL practitioners! DAU is in the process of updating its 3-day PBL Workshop (WSL 001) Virtual instructor-led format and will post an update to the iCatalog in the next few months. A recent offering highlighted the importance of IPTs, effective metrics, relevant incentives, and ways to improve life cycle cost and support to the Warfighter. The workshop also includes emphasis on critical thinking that challenge traditional ways of doing business.
A 16 Sep 21 Defense News article by Valerie Insinna cites F-35 PEO, Lt Gen Eric Fick, as stating, "We're using ... the incentive of the PBL to help us get decent pricing on the tech data required [for the services to do more sustainment organically], so that at the end of that PBL, the services and the department have an option moving forward." This is an example of PBL Tenet #7, where there is no one-size fits all incentive structure. It's also a great reminder that during Production and Deployment it's important to assess the availability of cost and technical data to inform PBL decisions. See the PBL Guidebook, para 1.6.4 for more details.
New scholarly articles and graduate school theses from 2019-2021 have been posted to the Reference Library, Articles & Reports section and include topics such as: metrics, fleet size, period of performance, and Government-industry relationships.
The Principal Deputy Assistant Secretary of Defense (Acquisition), currently Performing the Duties of the Undersecretary of Defense for Acquisition & Sustainment [USD (A&S)] announced the winners of the annual PBL of the year awards in a newly released January 21 2021 memo entitled "2020 Secretary of Defense Performance Based Logistics Award Selections". Congrats to all three winning programs!
DOD Warranty Guide has been updated and could serve as a solid complement to
your PBL efforts. As excerpted from the guide, it “…is for use by Program
Managers (PM), Project Officers (PO), Logistics Managers (LM), Contracting
Officers (CO), Contracting Officers Representatives (COR) and others who may be
responsible for warranty development and implementation. “ The link to the Warranty Guidebook follows:
DoD this week issued a call for nominations for the annual Secretary of Defense Performance-Based Logistics Awards in a July 27, 2020 Undersecretary of Defense for Acquisition & Sustainment memo entitled "2020 Secretary of Defense Performance-Based Logistics Award Nominations".
For those who may not have seen it before, encourage you to watch a video from our series of "Powerful Examples of Program Successes" entitled "Naval Supply Systems Command (NAVSUP) Use of Outcome-Based Performance Based Logistics (PBL) Product Support Strategies" at https://media.dau.edu/media/Performance-Based+Logistics+%28PBL%29+Success+Story/0_ma324cd4/62958791
Colleagues, I have been working on a PBL training program and have made some progress. Recently I listened to our Navy colleagues Jeff Heron and Larry Garvey talk about their PBL Center of Excellence Program (CoE). My thought is, that a formal PBL training program and a CoE program could/should be joined together to make it efficiently standardized and repeatable. The formal PBL training program would encompass using the PBL tools that are listed on this web site, as well as following published "tailored" PBL procedures. Does anyone have any experience in this area that you could provide your insights and/or lessons learned? Thank you!
During this session we will talk about the drive behind Performance Based Life Cycle Product Support and how to focus on an outcome-based product support strategy with the intent of implementing an integrated, affordable, product support package designed to optimize system readiness.

I am currently working on a PBL training project for my organization. Over the years, DAU has done a magnificent job developing what I call "foundation PBL training courses".
However, due to the level of unique requirements between the services and 4th estate organizations, in my opinion each organization must develop its own unique PBL training program for logisticians new to the PBL concept.
So I am interested in all of your PBL training ideas and research. When I complete my project, I would be happy to share it with everyone and solicit your feedback.
