2017 OSD PBL Subsystem Level Award - AMC_MSC Computer PBL Team - USN

The Advanced Mission Computer/Mission System Computer (AMC/MSC) provides state-of-the-art avionics, computing, networking and display technology supporting a variety of processing capabilities, such as precision fire control and enhanced sensors. The program is installed on F/A-18E/F, E/A-18G, and AV-8B aircrafts. The AMC/MSC PBL arrangement with General Dynamics successfully improved sustainment performance to the Warfighter. The 5-year firm-fixed price contract incentivized best commercial practices and greater life-cycle product ownership. Material availability improved 73 percent compared to the pre-PBL level of 37 percent, while eliminating backorders. No F/A-18 or AV-8B sortie was missed due to the unavailability of the AMC/MSC. The contract improved performance of mean time between corrective maintenance actions for the AMC by 23 percent and for the MSC by 34 percent. The PBL arrangement provided the highest level of combat readiness and customer satisfaction.
