JACG Flexible Sustainment Guide Change 2 , DTD July 1999
Flexible Sustainment (FS) was a process that in the late 1990s encouraged the Program Manager (PM) to use performance-based specifications and to develop innovative, cost-effective, life cycle solutions. This guide was developed as a result of Joint Aeronautical Commanders Group (JACG) action to implement the Performance-Based Business Environment (PBBE) initiatives, and to address the many various acquisition reform initiatives. This handbook now includes Change 2, published in July 1999. This document is retained as an important archived historical reference.
