JACG Flexible Sustainment Guide Change 2 , DTD July 1999

Flexible Sustainment (FS) was a process that in the late 1990s encouraged the Program Manager (PM) to use performance-based specifications and to develop innovative, cost-effective, life cycle solutions.  This guide was developed as a result of Joint Aeronautical Commanders Group (JACG) action to implement the Performance-Based Business Environment (PBBE) initiatives, and to address the many various acquisition reform initiatives.  This handbook now includes Change 2, published in July 1999.
