According to this October 21, 2005 memo entitled "2005 Secretary of Defense Performance Based Logistics Awards Selection", "Performance-Based Logistics (PBL) is the Department of Defense strategy to improve weapon system readiness by purchasing weapons system sustainment as an integrated package, based on ouput measures. Utilizing the best mix of public / private capabilities is a fundamental enabler of a successful PBL program. I am pleased to announce the first annual Secretary of Defense Performance Based Logistics Award Winners: System Level: F-117 Nighthawk Total System Support Partnership Team - USAF Sub-system Level: GE F404 Performance Based Logistics Team - USN Component Level: Auxiliary Power Unit Total Logistics Support (APU TLS) - USN Special Award Global War on Terrorism: Unmanned Aerial Vehicle Systems - USA" . To enhance PBL awareness and encourage PBL excellence, the Department instituted the annual PBL Awards Program in 2005. The annual Secretary of Defense PBL Awards recognize successful PBL programs at the system, subsystem, and component level, and also promotes the benefits of implementing effective outcome based product support strategies
