SECNAVINST 5000.2G provides overall guidance for life cycle logistics and sustainment planning. 
 

The Department of the Navy Guide for Developing Performance Based Logistics Business Case Analyses (P07-006) from November 2007 describes the process for conducting a BCA, distinguishes between BCAs for new acquisition programs and fielded systems, outlines a cost estimating structure, provides a list of data analysis resources and recommendations for data collection, and gives a suggested format for Navy BCAs.

The Department of the Navy (DoN) Performance Based Logistics (PBL) Guidance Document from January 2003 states that PBL is the Department of Navy's (DON) preferred product support strategy, and that whether or not PBL is selected for a particular program, the decision rationale should be documented and retained by the program office. This document outlines the characteristics of PBL arrangements, the roles and responsibilities of the stakeholders involved, and decision criteria for determining whether a PBL arrangement is appropriate.

NAVSEAINST 4000.7 outlines NAVSEA PBL policy.

NAVSEA released NAVSEA Instruction 4000.8 in 2004, which outlines NAVSEA policy for business case analyses (BCAs) of product support alternatives, including PBLs.

NAVAIR Instruction 4081.2A from 2004 provides policy and guidance for performance-based logistics including process steps and conducting a business case analysis. PBL best practices are outlined in the memo “Performance Based Logistics (PBL) Guidance and Best Practices” from February 2007.

  • Naval Air Systems Command Commander's Guidance (FY13-18)

NAVAIR’s Commander’s Guidance for 2013-2018 is the command’s action plan for achieving the near-term outcomes most vital to our operating forces. It describes specific objectives, stretch goals, metrics and actions for each focus area – and assigns responsibility for leading execution of these efforts across the collective NAVAIR team… to increase speed, drive out cost, and ensure the products we deliver are integrated and effective.

According to this memo, “this document is the result of a Naval Aviation Enterprise (NAE) study and sets forth PBL lessons learned and best practices that have been used and proven over the past 15 years. The NAE should use the past experiences to establish and manage new alternative sustainment strategies under the Naval Air Systems Command (NAVAIR) Program Manager AIR (PMA) direction and control (including joint programs).”

NAVSUP Policy & Guidance

This instruction establishes Naval Supply Systems Command (NAVSUP) Weapon System Support (WSS) operating procedures for the Logistics Engineering Change Proposal (LECP) Program, an important contributor to the success of the Naval Aviation Enterprise implementation of Performance Based Logistics (PBL) product support and sustainment strategies.
