Replacements for PQM Career Level I-III

We have previously used Certification Standards & Core Plus Development Guide Production, Quality and Manufacturing (PQM) Level I-III, more specifically PQM Levels I & II as a training guide for our 1910 - non-DCMA QARs.

However those guides were retired in 2022 and I've been unable to determine suitable replacements.

I was informed that if a contractor is AS9100 certified, they are automatically ISO 9001 certified as well. Is that correct?

If a contractor is AS9100 certified, then they are also certified to ISO 9001. AS9100 requires them to meet all requirements of ISO 9001 and the certification body will issue them an ISO 9001 certificate and AS9100 certificate. You can go into OASIS: https://www.iaqg.org/oasis/login, login and you can view contractor certifications. You will find they have both.

​With the recent COVID-19 pandemic we have noticed some of the contractors will not allow us to endter their facilities because of the fear of the virus. Even though by law we have the right to enter for the governtment does the contractor have any rights to keep us out of their facilities?

What are the current classes required for level 1 QA certification? I have completed ACQ 1010 Fundamentals of Systems Acquisition Management, PMT 0170 Risk Management, CLE 003 Technical Reviews. PQM 101 appears to be part of it also, but it is out of date. I appreciate the feedback.

​IAW 42.1107, Progress Reports may be requested by the PCO....FAR states applicable to all contract with the exception of Construction.  Can someone explain why a Service Contract is applicable to requiring progress reports.  Seems like the context applies to Criticality Codes A & B to check progress on urgent/compelling items or items to update low inventory items.

A service contract would be applicable to requiring progress reports. If you look at what a service contract can entail, it can require deliverable products as well as services. A repair contract could be considered a service, with a deliverable repaired item. Additionally, the service may be for the installation of a modification to an aircraft. The PCO may want to know how fast/slow the contractor is progressing and what impact it is having on fleet readiness. There are more instances where a service contract would result in the delivery of an end item and the PCO would want to monitor the status/progress of the supplier in completing those actions. Especially in instances where the contractor is receiving progress payments for services rendered.

New Courses at DAU, CCM
View Announcement

​DAU, College of Contract Management (CCM), has some exciting news for the QA community. We are currently in the works to develop and deploy courses that will replace current skillset training for DCMA. CCM will begin rolling out CMQ 102 (Basic Electronics), CMQ 1030 (C&T Basics), and C&T Parachutes. Coming up after those courses we have CMQ 1114 (Metallurgy and Corrosion Control), CMQ 1040 (NDT) and CMQ 1060 (Process Review). Additionally, CCM is working to develop more WLAs, videos, templates, and other resources to assist the QA community in performing GCQA activities. If you have any comments, suggestions, recommendations or issues, please let us know.

GCQA

This page is all things GCQA. GCQA is a risk-based, systemic verification of objective quality evidence, using a combination of process reviews, system audits, and product examinations, to establish confidence in the contractor's inspection and quality management systems.  FAR Part 46, DFARS Part 246, and agency policies prescribe policies and procedures to ensure that supplies acquired under Government contract conform to the contract's quality and quantity requirements.

Quality Management System (QMS) Auditor

Welcome to the Quality Management System (QMS) Auditor resource page. This page is designed to assist you in conducting QMS audits. 

QMS audits are a part of the larger role  your organization performs in regards to Quality Assurance. You will use auditing as part of GCQA surveillance following your organization's Instructions and applying the standard to which the contractor is held, together to have a level of confidence that the contractor's QMS is effective in controlling processes and that the outputs of those processes are meeting contractual requirements.

Auditing is one of your most important ools in your surveillance toolkit. Some of the benefits are:

  • Establishes a basis for confidence in the contractor’s QMS and its ability to provide conforming product in accordance with contract requirements
  • Determines conformity of a contractor’s QMS to contractual requirements
  • Helps to assure customer satisfaction and identify processes improvements that will produce safe and reliable products and services that meet or exceed customer and applicable statutory and regulatory requirements
  • Helps to identify needs for improvements in a contractor's QMS, which can result in improvements in quality and reductions in cost throughout the value stream
  • By identifying and correcting weaknesses in the contractor's QMS, you help prevent nonconforming products from being produced and delivered to the warfighter.
