Risks to society?

​I am teaching an introduction to systems engineering class and was wondering whether it is standard to consider risks to society at large (e.g. spreading COVID as a result of lax precautions or contributions to global warming).  This would be in contrast to focusing exclusively on risks the development and/or operations of the system (e.g. unreliablity of parts, a component not meeting TRL).  Any pointers to documentation or guidance would be very helpful.

I encounter some of what you discuss when conducting risk assessments of defense programs. Although limited in scope, the 2017 Risk Management Guide does touch on external risk in a few sections. I would hit up the Society of Risk Anaysts website. The breathe and depth of risk related domians they cover is fantastic. They will likely have info on societal risks your looking for.
Let me know if you need a research partner. I got plenty of poptarts and red bulls.
