A recent article was published in the Sep-Oct Defense Acquisition Magazine (https://www.dau.mil/library/defense-atl/p/Defense-Acquisition-September-October-2018). It is a quick read on the why a Smart Shutdown of a program is important in todays acquisition environment.
So you are a PM and have learned that your program will be, or already has been, cancelled. As a proactive PM, you know you need to develop a course of action that has not have been addressed in any program plan. The plan going forward will address the staffing, intellectual property, hardware, software, data archiving and many other issues now facing the program shutdown. In today's fiscally constrained environment, it may be necessary to terminate unaffordable programs. Terminating programs is a very complex process and should be executed with the same attentiveness and structure employed in active programs to ensure the government's best interests are protected.
