Foreign involvement and investment in the American economy can be good or bad. The bad version is a national security threat. Foreign country involvement with bad companies in the Defense Industrial Base (DIB) is particularly worrisome. Adversarial foreign involvement with DIB companies, universities, and other US entities has led to the theft of technical information not only of weapons and other defense systems but other critical and dual-use technologies. This online training (OLT) highlights and discusses the concerns regarding foreign investment in American companies. This course explains the purpose and role of the Committee for Foreign Investment in the United States (CFIUS). You will learn which types of foreign investments in American companies fall under CFIUS jurisdiction and are thus considered covered transactions. CFIUS also looks at specific real estate transactions when foreign entities are looking to purchase real estate in close proximity to DoD and other national security-focused facilities. The course addresses all the applicable statutory and regulatory governance when analyzing potential foreign involvement in DIB and technology-based companies. It reviews major export restriction laws and policies. The information addressed in this course provides acquisition professionals with the information they need to analyze the state of their supplier companies, and all companies in their prime contractors' supply chains.
