Summary Statement of Intent (SSOI)

This Online Training (OLT) course on International Cooperative Program (ICP) Summary Statement of Intent (SSOI) development provides students with the opportunity to gain knowledge and skills in applying Department of Defense (DoD) concepts, policies, and practices that govern the identification, assessment, development, negotiation, and implementation of Department of Defense (DoD) ICP international agreements throughout the acquisition lifecycle. The first module begins with an overview of DoD ICP characteristics; how SSOIs are used to establish proposed ICP international agreements, and a top-level description of the SSOI's structure and content. The second module explores how DoD acquisition organizations identify and assess potential ICP concepts and engage prospective partner nations on proposed ICP approaches prior to SSOI development. The course concludes with a final module that focuses on the specific business policy and process knowledge, skills, and techniques that DoD personnel should employ to develop an SSOI that describes their organization's proposed ICP international agreement.

PREDECESSOR COURSES

TARGET AUDIENCE

DoD Acquisition Workforce (AWF) members in any Functional Area, including those members who are also part of the DoD Security Cooperation Workforce (SCWF), that are assigned by the DoD acquisition organization to develop an ICP SSOI for a proposed international cooperative program, project, or activity during any phase of the DoD acquisition life cycle. INT 1140 is specifically designed to enable AWF/SCW members to develop SSOIs that accurately and concisely describe the proposed ICPs that their DoD acquisition organizations have decided to establish with allied & friendly nations or international organizations.

  • Any exams in this course must be passed with a minimum score of 80%.
