The Department of Defense Office of Small Business Programs (OSBP) and Defense Acquisition University (DAU) are hosting a webcast, to spread awareness about the issue of adversarial foreign investment, provide some education about regulations in place to counter this, and offer an overview of tools available to industry to protect themselves.
-
Awareness: The United States is prized for its open investment environment and economic dynamism, but not all investment is sound. Companies in the United States defense industrial base can be vulnerable to capital from foreign adversaries seeking a technological advantage, especially during moments of economic uncertainty.
-
Tools: While the threats are real, there are opportunities to take advantage of tools that can help industries. Among them are the Trusted Capital events, which builds an ecosystem where trusted capital providers and domestic companies can engage to explore mutually beneficial business partnerships, focused on national security requirements
Speakers:
Mr. Pahutski is the Director, Global Markets and Investments, where among other duties he serves as the DoD's representative to the Committee on Foreign Investment in the United States (CFIUS). He entered the Senior Executive Service in 2017 and currently serves as Highly Qualified Expert (HQE) to the Under Secretary of Acquisition and Sustainment.
Mr. Stapleton is the Director of Trusted Capital, a directorate launched in 2019 within the Department of Defense. He joined the Senior Executive Service in October 2016, where he served for three years as the DoD lead for the Committee on Foreign Investment in the US (CFIUS), growing resources eight-fold during this time to rapidly expand case coverage.
