The August "Striking the Balance" webinar will feature Leslie Overturf, Senior Procurement Analyst in Price, Cost and Finance for the office of the Principal Director, Defense Pricing and Contracting (DPC). Overturf will discuss the use of Cost Plus Incentive Fee contracts and how they can be utilized when a cost-reimbursement contract is necessary due to less-defined requirements. This contract type allows the PCO to strike the balance between mitigating cost risk for the contractor, while also allowing both industry and the taxpayer to benefit from achieved savings while also providing the warfighter with what they need to meet mission. During this discussion, Overturf will demonstrate the use of the DoD CPIF Pricing Tool.
SPEAKER INFORMATION:
Leslie Overturf is a Procurement Analyst in Price, Cost and Finance (PCF) at Defense Pricing and Contracting (DPC) in the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD (A&S)). In that role she supports the Director of PCF by providing pricing training, assisting with pricing related policies and strategies, and providing business and negotiation advice and support to major defense acquisition teams across the Department. Ms. Overturf also serves as a commercial pricing subject matter expert and provides training, guidance and support in the areas of commercial item and price reasonableness determinations.
Prior to working at DPC, Ms. Overturf held several pricing and contracting positions all with the Air Force at Wright-Patterson AFB. Most recently she was the Chief of the Pricing Division, Directorate of Contracting at Headquarters Air Force Material Command (AFMC). In that role she served as the Air Force Pricing Subject Matter Expert and provided the Air Force pricing community with training and tools as well as pricing and negotiation strategy and advice to both sole source and competitive acquisition teams. Preceding her position as the AFMC Chief of the Pricing, she was a supervisory Branch Chief in the Air Force Life Cycle Management Center, Pricing Division. In that position she managed 9 cost/price analysts and supported a portfolio of over $15B for multiple AF weapon systems including programs such as VC25-B (AF One), F15, F16, F22, C130, LAIRCM, T6, and many other programs. She was also responsible for the Division’s training branch which developed course content and delivered thousands of hours of in-demand pricing and negotiations training.
During her more than 17 years of Government service, Ms. Overturf also held additional pricing and contracting positions including cost/price analyst at both the AFMC and AFLCMC Pricing Divisions, and contract negotiator at the Air Force Security Assistance Center (AFSAC). In these assignments she developed and delivered pricing-related training to multi-functional audiences, provided guidance and negotiation support to acquisition teams, and evaluated, priced, and negotiated multi-million dollar actions both sole-source and competitive for programs such as F-15, F-16, B-1, B-2, C-17, Global Hawk, Predator, and the Light Attack Support Program for Afghanistan amongst others.
Ms. Overturf holds a Bachelor of Arts degree in Journalism from Ohio State University and a Master’s of Business Administration from the University of Dayton.
