    Artificial intelligence (AI) technology has transformed the future of warfare because AI-enabled machines can maneuver and change tactics at speeds that human operators cannot. 
    As DoD seeks to acquire AI-enabled technology, what IP and Data Rights considerations should DoD acquisition professionals be aware of and address during procurements?
    A panel of Government and industry experts will discuss IP and Data Rights considerations during the procurement of AI technologies.”

    Procurement Contracting Officer, Agreements Officer, and Grants and Agreements Officer, Army Contracting Command

    Stephanie Wilson is currently a Procurement Contracting Officer, Agreements Officer, and Grants and Agreements Officer in the Strategic Information Technology and Cyber Directorate at Army Contracting Command - Rock Island. She has over 17 years of contracting experience and specializes in rapid and innovative procurement with the non-traditional contracting field. For the past seven years, she has mainly focused on procuring prototypes under the Other Transaction Authority, which does not utilize the FAR, and allows for greater flexibility within the contracting process. 

    Stephanie is passionate about aligning DoD Contracting policies and procedures to those within the private sector to facilitate expeditious awards and educating others about the usages of non-traditional contracting procedures. When a requirement comes across her desk, the strategy is always to develop a pathway to efficiently get to ‘yes!’. This approach has resulted in numerous awards that have created new tools and enhanced systems used by our warfighters. 

    Stephanie has a Bachelors of Arts in Psychology and Master of Business Administration (MBA).

    Azza M. Jayaprakash

    Counsel and Lead for Law, Regulations, and Policy for the Department of Defense (DoD) Intellectual Property (IP) Cadre, Office of the Under Secretary of Defense for Acquisition and Sustainment

    Azza M. Jayaprakash serves as Counsel and Lead for Law, Regulations, and Policy for the Department of Defense (DoD) Intellectual Property (IP) Cadre, in the Office of the Under Secretary of Defense for Acquisition and Sustainment. Azza also serves as Associate General Counsel in the Acquisition & Logistics Division of the DoD Office of General Counsel. She provides counsel on laws, regulations, and policies relating to intellectual property, advises and assists DoD customers in the development of intellectual property strategies, and assist DoD customers in drafting and negotiating of IP license terms in contracts and other agreements. She is also a member of the Defense Acquisition Regulations Council's Patents, Data, and Copyrights Team. She previously held positions as a patent attorney and Division Chief in the Army Material Command Legal Center advising various Army program executive offices on technical data and software rights issues. Prior to her DoD career, Azza worked at private law firms doing patent prosecution before the United States Patent and Trademark Office, and intellectual property litigation.

    Director and Associate General Counsel, Intellectual Property & Technology Law at Lockheed Martin Corporation

    Ms. Luedke is responsible for providing legal leadership in a variety of areas including management and protection of intellectual property, government and commercial IP licensing and contracting, and advising the company’s AI, Software Factory and digital transformation initiatives; support of Lockheed Martin Government Affairs on legislative and regulatory data rights and intellectual property matters; conducting due diligence for corporate acquisitions, investments and other transactions; and resolving patent infringement matters. Additionally, she is a delegate to the ABA House of Delegates representing the ABA Intellectual Property Law Section, Co-Chair of the ABA Cybersecurity Legal Task Force and a member of the ABA Task Force on Law and Artificial Intelligence. Prior to joining Lockheed Martin in 2010, Ms. Luedke litigated patent infringement matters involving diverse technologies and managed worldwide patent portfolios as outside counsel.
