Acquisition Synchrony: Cost Is All Around Us! In these upcoming Acquisition Synchrony segments, we will be searching for the dollars. Real costs are hidden in the words that we read in acquisition documentation. Take a trip with us to begin to see the hidden costs within the words. We’ll look at the instructions and guidelines that regulate us and identify those secret areas of cost OUTSIDE of the resident cost and funding section of the LCSP. Let’s have that discussion.
Webinar 5 begins to dig into the different sections where “cost” resides. The two primary templates for the Life-Cycle Sustainment Plan (LCSP) are LCSP Outline Version 2.0 (dated 19 Jan 2017) and LCSP Outline Version 3.0 (dated 13 October 2022). Within each document, there are discrete sections that provide insight into costs (in dollars). In LCSP v 2.0, this is Section 7. In LCSP v 3.0, this is Section 9. Over the next two webinars, we will be exploring all sections EXCEPT the designated cost/funding section. While cost and funding may reside in sections 7 or 9 depending on which LCSP template is used, the WHOLE document provides strategic clues that have direct and indirect cost impacts.

CECOM Cost and Economics Branch ChiefA. Renee DeBiase holds certifications in Business-Cost Estimating (BUS-CE), Program Management, and DoD Financial Management. Renee is a career Operations Research Analyst whose concentration has been in acquisition cost estimating. The majority of her civilian career was spent on an ACAT I program. She spent three years as systems engineering and technical assistance (SETA) support before returning to civil service in 2021. Renee is currently the Cost and Economics Branch (CEB) chief in the Communications-Electronics Command (CECOM) G8.
Logan Stoy
Lead Operations Research Analyst, CECOMLogan Stoy is a lead operations research analyst in the Cost and Economics Branch of the Army's Communication Electronics Command (CECOM). He started federal employment in 2017 as an intern focusing on acquisition document and data analysis and has continued with this focus throughout his federal career. Mr. Stoy believes that collaboration and data sharing, through clear lines of communication, between sustainment organizations and the program management offices are key to successful program sustainment. Mr. Stoy has a Bachelor's of Science in Mathematics from Shippensburg University. He enjoys sharing time and hobbies with his wife such as travel, board games, and video games.
