    George Winborne, OSD IP Cadre Office, Lead-Communications, Knowledge and Performance Mgmt, Intellectual Property Cadre  |  OUSD(Acquisition & Sustainment) 

    George Winborne serves as the Lead for Communications, Knowledge and Performance Management for the Department of Defense (DoD) Intellectual Property (IP) Cadre, in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). He leads efforts to revise and update intellectual property IP training and guidance for DoD in coordination with the Defense Acquisition University, as well as coordinating strategic communications with Congress and industry. He leads OUSD(A&S) efforts to integrate Modular Open System Approaches with the acquisition of technology and IP.


    Luis Miguel (Mike) Acosta, IP Attorney, MARCORSYSCOM, Marine Corps

    Luis Miguel (Mike) Acosta joined MARCORSYSCOM as Associate Counsel, Intellectual Property Attorney in May 2016.  In that role, Mr. Acosta provides IP Law, Distribution Statement, Data Rights, and Export Control guidance to the entire MCSC community, supporting all acquisitions, contract administration efforts and contract close-outs.  He is the principal legal contact for the SBIR program and for technology transfer initiatives, including Cooperative Research and Development Agreements (CRADAs) and Partnership Intermediary Agreements (PIAs).  


    Jim Haag, The Smart IP Cadre, Deputy General Counsel (Acquisition, Technology & Logistics)(SAF/GCQ) Office of the General Counsel Air Force

    James Haag is an Attorney-Advisor (Contract—Intellectual Property) in the Deputy General Counsel (Acquisition, Technology & Logistics) Division, Office of the General Counsel, United States Air Force, and is assigned to the Air Force's Smart Intellectual Property Cadre. He is responsible for providing legal and policy advice to Secretariat, Air Staff and Program Executive Offices regarding intellectual property matters, including patent law and rights in technical data and computer software, and for related legal topics associated with science and technology. 

     

    Larry Brantley, Intellectual Property Counsel, HQ AMC, US Army

    Larry Brantley serves as intellectual property counsel for the United States Army Materiel Command (AMC) and is located at the headquarters office on Redstone Arsenal near Huntsville, Alabama. He is responsible for all areas of intellectual property law affecting AMC and its major subordinate commands and reporting agencies, including issues arising from acquisition operations; research and development activities; additive manufacturing; technology transfer programs; research, prototype, and production OTAs (other transaction agreements) under 10 U.S.C. §§ 2371 and 2371b; claims against the government; and related litigation.
