Lolita Horne co-leads DAU's Innovate to Win initiative which inspires and empowers the workforce to deepen their innovation skills and improve innovation readiness to address global opportunities, vulnerabilities, and threats. Over the last 20 years, Mrs. Horne has worked across industry, nonprofits, and now government where she is a proven Learning Systems Program Manager, dedicated DEI&A Counsel member, and innovation leader driving transformation, modernization, diversity, and excellence within government initiatives. Mrs. Horne is a PMP and holds a Master's in Information Technology from Johns Hopkins University.

Sabra Horne, Entrepreneur in Residence at BMNT and Author of "Creating Innovation Navigator".
As Entrepreneur in Residence at BMNT, Sabra supports the development and deployment of government innovation efforts. Before joining BMNT, she was Chief of the Innovation Hub, responsible for envisioning, establishing and developing innovation efforts in the Cybersecurity and Infrastructure Security Agency within the Department of Homeland Security (DHS). Prior to this role, she lead the change management of the agency and was director of stakeholder engagement, leading effective sharing of cyber information with private sector, and state, local, tribal and territorial entities. She stood up CISA's Election Task Force to support state and local election officials following the 2016 election.
Previously, Sabra served the National Security Agency (NSA) as Deputy Chief for Information Sharing and Collaboration, facilitating sharing of NSA's most highly classified intelligence. She was Senior Advisor to NSA Threat Operation Center leadership and led its effort to share unclassified cyber threat information with other agencies. Her NSA service began as a core member in standup of the Media Leaks Task Force, which led agency response to the public leaks of classified information by Edward Snowden in 2013.

James P. Craft (Jim), a career member of the Senior Executive Service (SES), is a Senior Advisor to the OPM Deputy CIO, OPM Software Manager, and Innovation Champion. Prior to this assignment, Mr. Craft served as the Deputy Associate Director for Senior Executive Service and Performance management, where he led efforts to foster the SES Corps, including revitalizing the Presidential Rank Award (PRA) program, developing new Federal telework and worklife policy, and enhancing Federal-wide efforts to improve performance management requirements for the workforce.
