Maj Gen Alice “Ali” Treviño serves as the Deputy Assistant Secretary for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Washington, D.C. She is responsible for all aspects of contracting relating to the acquisition of weapons systems, logistics, operational and enterprise efforts for the Air Force and provides contingency contracting support to the geographic combatant commanders. She leads a highly skilled staff of mission-focused business leaders and acquisition change agents to deliver $825 billion in United States Air Force and Space Force platforms. Additionally, she is the Contracting Functional Manager for over 8,000 professionals, who execute programs worth ~$70 billion annually for the Department of the Air Force. She received her commission from the U.S. Air Force Academy in 1993 and is a joint qualified officer with extensive deployment experience in support of combat, humanitarian and peacekeeping/enforcement operations to Croatia, Turkey, Oman, Kuwait and Afghanistan. Prior to her current assignment, Maj Gen Treviño Served as the Air Force Installation Contracting Center Commander; the Deputy Secretary of Defense’s Principal Military Assistant; the Senior Contracting Official for Afghanistan; & Commanded two Air Force units at the Squadron level, Joint units at the Group & Wing levels, and an Air Force unit at the Wing level.

Megan Dake is the Deputy Assistant Secretary of the Army for Procurement (DASA(P)), Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology). Ms. Dake provides executive leadership and oversight for all aspects of the Army procurement mission from requirement to disposition, including, research and development, test and evaluation, life cycle management and sustainment of Army weapon systems and equipment.  Ms. Dake also provides management and oversight of the acquisition of services for the Army. She serves as the senior advisor to the Army Senior Procurement Executive. 

Ms. Dake is responsible for the Army Contracting Enterprise comprised of over 270 Army contracting offices worldwide executing contracts in direct support of Army operational readiness and modernization, supporting major weapons systems, supplies and services, information technology, installation support, construction, humanitarian assistance, disaster relief and operational contracting in support of deployed forces. Under her cognizance, the Army executes approximately 297,000 contracting actions with obligations over $125 billion annually. 

As the Functional Chief for the Army Contracting Career Field, she is responsible for talent management, including: recruitment, training, certification and professional development; of the worldwide workforce of 9,000+ Army military and civilian contracting professionals. 

Ms. Dake previously served as the Senior Services Manager and Civilian Deputy to the DASA(P). In this role, she provided leadership in the acquisition of Army services and was responsible for a portfolio of more than $200 billion in existing and planned contracts across the Army.

Mr. Nickle is the Deputy Assistant Secretary of the Navy (Procurement) in the Office of the Assistant Secretary of the Navy (Research, Development and Acquisition). He is the senior procurement executive for acquisition and contracting policy that governs the operation of the Department of Navy’s worldwide acquisition system with annual obligations in excess of $150 billion. Mr. Nickle is the principal civilian advisor to the Navy Acquisition Executive for all procurement matters, serves as the Department of Navy’s Competition Advocate General and is the leader of the Navy’s contracting, purchasing and government property communities.

Prior to joining the Office of the Assistant Secretary of the Navy, Mr. Nickle served as the Director for Cost and Schedule Analysis at Naval Air Systems Command (NAVAIR), where he was the senior technical expert responsible for all aspects of cost estimating and cost/schedule related analysis for programs under the cognizance of NAVAIR and its affiliated Program Executive Offices (PEOs). As Cost Director, he was the Navy’s lead technical authority on acquisition life cycle cost estimating and analysis. Mr. Nickle led a national workforce of 400 engineers and operations research analysts dispersed across 5 major geographic sites.

From May 2010 to December 2019, Mr. Nickle served as the Director for Air ASW, Assault and Special Missions Programs Contracts Department. In this position, he served as the senior procurement executive for all contractual management, execution and planning of acquisition programs assigned to Program Executive Office, PEO (A). He led a department of 150 contracting professionals performing all business and procurement functions for multiple aircraft and acquisition programs totaling $51B in domestic and $24B in Foreign Military Sales (FMS).

Mr. Nickle was appointed to the Senior Executive Service in May 2010. He holds a Bachelor’s of Science degree in Economics and Psychology. In addition, Mr. Nickle holds a Master’s of Science in Contract and Acquisition Management. He is a graduate of the NAVAIR Senior Executive Management Development Program and has 35 years of Federal Service.
Mr. Nickle received the Department of the Navy’s Meritorious Civilian Service Medal in 2008 and was awarded two Navy Superior Civilian Service Medals in 2012 and 2019.
