Val is the Program Manager, Prime Contracts & COC Programs, along with point of contact for NMR Class Waivers, out of SBA headquarters, Office of Government Contracting in Washington, DC with a post of duty office in Houston, TX. She has been in this position since July 2016. Prior to that she was a PCR/CMR stationed at Johnson Space Center, Houston, TX. She was a former SBA contracting officer in the 8(a) Program. She has over 900 hours of education in the government contracting field and holds a FAC-C(Professional) certification.
On March 6, 2024, she celebrated her 50th year with SBA.

Yuri Dyson is a Procurement Center Representative (PCR) for the US Small Business Administration’s (SBA) Office of Government Contracting (OGC). OGC is responsible for maximizing the participation of small, disadvantaged-, woman-, service-disabled veteran- and HUBZone-owned firms in federal government prime contracts and subcontracts.
Michael Cecere is the Deputy Area Director for SBA’s Area 1 Office of Government Contracting. He has worked in government contracting for the past 46 years. He started with the Defense Contract Administration Services (now DCMA) and then worked for GSA before joining SBA in 1985 as a Procurement Advisor in SBA’s Breakout Program. He later worked as a Procurement Center Representative before becoming a Deputy Area Director.
Mr. Carkhuff is responsible for leading the life cycle activities of assigned Small Business Professional (SBP) learning assets. He also serves as a professor for all instructor-led SBP courses. He was the first DoD acquisition professional to earn the new DoD Small Business Professional Credential in May 2021.
He is a retired naval officer and former SH-60B helicopter pilot with over 2500 flight hours. He is a graduate of the United States Naval Academy (BS, Physical Science), the Naval War College (MA, National Security and Strategic Studies), the Naval Postgraduate School (MS, Contract Management) and Liberty University (EdS, Educational Leadership). He is a member of the Defense Acquisition Corps.
