On August 24, 2022 USD(A&S) established the business systems sub-pathway, which will eventually be incorporated in the next update to DoDI 5000.87, Operation of the Software Acquisition Pathway. Discussion will include an overview of the policy memo and dialogue about challenges in the trenches.
Program Managers should work with the Decision Authority to select the most appropriate pathway(s) for their programs. Mr. Smith will discuss how formalizing the sub-pathway clarifies how business systems should approach using the software pathway.

Scott Smith served in the Army Signal Corps after studying electrical engineering at West Point and Georgia Tech. Upon separating from the military, he transitioned into software engineering and project management with a DoD contracting firm. He began his civil service career in the Business Transformation Agency with the Defense Travel System program management office, and he has served in in various technical and program management leadership and oversight roles since then. He is currently with Acquisition Data and Analytics within the Office of the Under Secretary of Defense (Acquisition & Sustainment), as the Adaptive Acquisition Framework software pathway lead.
