Dr. Vic S. Ramdass, a member of the Senior Executive Service since 2009, is the Deputy Assistant Secretary of Defense for Materiel Readiness. In this capacity he serves as the principal advisor to the Assistant Secretary of Defense for Sustainment in the oversight of the Department's $90 billion maintenance program. He is also responsible for the development of policies and procedures to ensure the Department meets statutory requirements to provide core depot level maintenance support of major weapon systems, military equipment, and commodities.

Steven J. Morani, a member of the Senior Executive Service, is the Principal Deputy Assistant Secretary of Defense for Logistics. In this capacity he serves as the principal advisor to the Assistant Secretary of Defense for Sustainment in the oversight of logistics policies, procedures, resourcing and effectiveness to provide the required materiel readiness to support the war fighter. His logistics portfolio includes maintenance, supply, distribution, international logistics, weapon system product support, and logistics workforce development. He assumed his current position in October 2020.

It’s the Law - Sustainment Statutory Framework Legislative statutes and reporting requirements related to the organic industrial base are nothing new. Often misunderstood and easily misinterpreted by many, this session will provide an open discussion focused on legislative statutes, reporting requirements, interpretation, and effects of Title 10 for depot maintenance.

Mr. Richard J. Frey joined the Office of the Deputy Assistant Secretary of Defense (Materiel Readiness) in July 2014 and currently serves as the principal advisor to senior officials, providing functional expertise for centralized maintenance policy and management oversight for 116K+ pieces of DOD weapons systems, military equipment maintenance programs to enhance combat capability readiness. Mr. Frey develops, gains support for, and implements maintenance policies and programs related to DOD worldwide maintenance programs and resources. He directs the development, revision, and issuance of policies, systems, and procedures needed for the overall management of field and depot-level weapons system and equipment maintenance.

Mr. Isaac Natter, Associate General Counsel (Acquisition & Logistics), Department of Defense, Office of General Counsel
Isaac Natter, is an attorney in the Acquisition & Logistics division in the DoD Office of the General Counsel, where he supports Sustainment, Logistics, Product Support, and Research and Engineering, among other programs and missions. Isaac joined the DoD OGC in September 2018, following 12 years with Navy OGC. Isaac received his Bachelor's degree from Oberlin College in 2001 and his law degree from Tulane Law School in 2004.
Ms. Amanda Pilkerton, Director, Aviation Sustainment, Office of the Deputy Assistant Secretary of the Navy SustainmentMs. Amanda Pilkerton is currently serving as the Director for Aviation Sustainment supporting the Deputy Assistant Secretary of the Navy for Sustainment. She services as the principal advisor on all matters relating to the planning, budgeting, and execution of sustainment for United States Navy and Marine Corps Aviation programs.
Prior to this assignment, Ms. Pilkerton served as the Product Support Manager (PSM) for the U.S. Navy’s Maritime Patrol and Reconnaissance Aircraft Program. In this capacity, she was responsible for the sustainment strategy development and execution for the P-3C, EP-3E, and P-8A communities.
Mr. Gregg Fogarty, Principal Technical Advisor, LMI
Gregg M. Fogarty is a Principal Technical Advisor, Logistics Engineering with LMI Government Consulting, currently serving as an advisor to the office of Deputy Assistant Secretary of Defense (Materiel Readiness) where he works Organic Industrial Base (OIB) issues and the DoD-wide depot modernization strategy. He has over 40 years' experience including acquisition, process engineering, space logistics, electronics depot level maintenance and Lean Six Sigma Process support. From a Marine maintainer in the field through AF Depot Maintenance Management, Major Command and Air Staff assignments and six years on the Office of Secretary of Defense maintenance staff.
