Lolita HorneLolita Horne co-leads DAU's Innovate to Win initiative which inspires and empowers the workforce to deepen their innovation skills and improve innovation readiness to address global opportunities, vulnerabilities, and threats. Over the last 20 years, Mrs. Horne has worked across industry, nonprofits, and now government where she is a proven Learning Systems Program Manager, dedicated DEI&A Counsel member, and innovation leader driving transformation, modernization, diversity, and excellence within government initiatives.
Mrs. Horne is a PMP and holds a master’s in information technology from Johns Hopkins University.

George VukotichGeorge Vukotich, Ph.D. is a visiting faculty member at DAU focusing on innovation and approaches organizations can take to be more successful. In addition to his work at the Defense Acquisition University, he helps organizations and universities set up tech and innovation hubs. His prior experience includes helping the City of Chicago build 1871 which has become ranked as the #1 tech hub in the world and the University of Wisconsin add a Smart Cities and Innovation hub. He is a startup advisor and angel investor. His educational work includes being a faculty member, department chair, and dean of a college of business. He has spent time in Corporate America with organizations such as Accenture and IBM with a focus on creating the future and what it takes for organizations to get there. He is an author and has served in the U.S. military.

Joe MarianiJoe Mariani leads the emerging technologies research program for Deloitte’s Center for Government Insights. His research focuses on the intersection of culture and innovation in both commercial businesses and government organizations. Joe has testified before Congress on the impact of AI on government, and his work has appeared in publications including the National Academy of Sciences, World Economic Forum, US News & World Report, Wall Street Journal, and more. His previous experience includes work as a consultant to defense and intelligence organizations, high school science teacher, and Marine Corps intelligence officer.

Kamlesh SutharKamlesh Suthar is a scientist at the Department of Energy's Argonne National Labs. One of his areas of research focuses on teaching robotic devices through the use of AI/ML He has created devices that can use a number of different types of sensors (cameras, gps, light sensing, and terrain identification) mounted on these robotic devices so they can continuously improve on the work they are doing by taking in data as they perform their tasks. These self-learning devices are able to autonomously perform a number of tasks and the rate at which they learn and grow is only limited by the mechanical capabilities of the devices themselves. In addition to being a scientist and engineer Kamlesh teaches at the university level.

Michael RocheProfessor Roche teaches courses and facilitates workshops for the Defense Department’s Acquisition Workforce, with focus areas of program management, financial management, logistics, and international cooperation. Professor Roche entered federal civil service in 2010 after a 20-year military career, in which he served in a variety of acquisition, program management, and support assignments throughout the Air Force and in the Defense Contract Management Agency. Professor Roche is certified to the highest levels of defense acquisition in program management and financial management as well as international affairs. He earned M.S. degrees in Systems Management from the Air Force Institute of Technology and Military Operational Art & Science from Air Command & Staff College as well as a B.S. in Mathematics from the University of Dayton.
