GAO Highlights: Service Contract Efficiencies

    Description:

    Services performed by contractors, such as administrative and technical support, account for about half of the Department of Defense’s contract obligations. 

    GAO provides Congress and federal agencies fact-based, non-partisan information that can improve government operations and save taxpayers billions of dollars. DAU is pleased to host GAO as they share their research and analysis about service contracts with the Defense Acquisition Workforce.

    Director in GAO’s Contracting and National Security Acquisitions team

    William Russell is a Director in GAO’s Contracting and National Security Acquisitions team. He oversees a portfolio of issues related to NASA, DOD weapon systems cybersecurity, protection of critical technologies, DOD industrial base and supply chain integrity, Defense contracting, and use of the Defense Production Act to support the federal response to COVID-19.

    William joined GAO in 2002 and has served as Acting Director in GAO’s Homeland Security and Justice team, managing a portfolio of issues related to aviation security, surface transportation security, and DHS research and development.  He also managed audits covering a wide range of issues related to defense acquisitions, export controls, DHS management, and protection of critical technology.

    William earned a master’s degree in foreign affairs from the University of Virginia and a bachelor’s degree in political science from Virginia Commonwealth University.

    Assistant Director in GAO's Contracting and National Security Acquisitions team

    Meghan Perez is an Assistant Director in GAO's Contracting and National Security Acquisitions team. She joined GAO in 2009 and has managed a variety of reviews related to DOD and DHS service contracts, contracting in response to natural disasters and COVID-19, and DHS acquisitions issues. Meghan earned a master's degree in public policy from the College of William and Mary, and a bachelor's degree in political science from the College of Wooster.

    Senior Analyst in GAO's Contracting and National Security Acquisitions team

    Helena Johnson is a Senior Analyst in GAO's Contracting and National Security Acquisitions team. She has been with GAO for 15 years and has led or contributed to reviews on a variety of topics, such as missile defense acquisitions, modernization of systems for nuclear deterrence, and various aspects of contracting. She served 4 years on active duty in the U.S. Army and earned a master's degree in public affairs from the University of Alabama in Huntsville.

    (Host) Professor of Contract Management, DAU

    Maj John Hofmann is a Professor of Contract Management at the Defense Acquisition University, Wright-Patterson Air Force Base, Ohio. Maj Hofmann enlisted in the Air Force in 2002 as a telecommunications specialist. He received his commission through the Air Force Reserve Officer Training Corps (ROTC) Program at Wright State University in 2006. He has held numerous contracting positions including Contracting Officer, Flight Commander, Deputy Branch Chief, Deputy RCC Chief, Contract Negotiator, Staff Officer and Contract Manager. Prior to his current position, Maj Hofmann was the Commander of the 380th Expeditionary Contracting Squadron at Al Dhafra Air Base in the United Arab Emirates.
