Each year, the Government Accountability Office (GAO) reviews selected DOD acquisition programs and efforts, including the characteristics and performance of DOD’s most expensive weapon system acquisition programs. GAO’s most recent report—its 22nd annual assessment—found that while DOD plans to invest more than $2 trillion to develop and acquire its costliest weapon programs, it continues to struggle with delivering innovative technologies quickly.Join us as we focus on GAO’s observations across DOD’s weapon system portfolio, including cost and schedule performance for future major weapon acquisition programs, major defense acquisition programs, and middle tier of acquisition programs. GAO will also discuss the extent to which programs followed new leading product development practices and modern software and cybersecurity practices, and challenges reported by DOD with its software acquisition workforce.
The GAO provides Congress and federal agencies with fact-based, non-partisan information that can improve government operations and save taxpayers billions of dollars.

Director in the Government Accountability Office’s (GAO) Contracting and National Security Acquisitions teamAnne is an Assistant Director at the Government Accountability Office, focused on contracting and national security acquisition issues. Her current portfolio includes DOD weapon system acquisition and Navy shipbuilding. Since joining GAO in 2005, Anne has also led reviews on issues including DOD’s training and equipping of Iraqi forces to counter ISIS, the use of contractors within the civilian intelligence community, and contingency contracting at DOD, the Department of State, and the U.S. Agency for International Development. From 2016 – 2017, Anne was detailed to the House Armed Services Committee to assist with acquisition reform efforts. She also served in GAO’s Baghdad office from 2010 – 2011 and GAO’s Kabul office from 2013 – 2014, where she managed fieldwork for GAO’s portfolio of defense and international development engagements. Prior to joining GAO, Anne worked as a marketing strategy consultant, conducting quantitative and qualitative research to advise Fortune 100 and other companies on strategy decisions focused on consumers, media, and technology.
Anne holds a Master of Public Policy degree from the University of California, Berkeley, a Master of Arts degree in Defense and Strategic Studies from the U.S. Naval War College, and a Bachelor of Business Administration degree from The George Washington University. She lives in Annapolis, MD with her husband and 15-year-old son and enjoys scuba diving in tropical destinations whenever she gets the chance.

Assistant Director in the Government Accountability Office’s (GAO) Contracting and National Security Acquisitions TeamErin is an Assistant Director in the Government Accountability Office’s (GAO) Contracting and National Security Acquisitions team. She has 17 years of experience evaluating Department of Defense (DOD) and other agency acquisition programs, policies, and culture. In her current role, she oversees GAO’s portfolio of work examining DOD’s most complex and expensive weapon systems. Prior to this, she led work developing new criteria for assessing weapon system acquisitions based on leading practices in product development. Erin also led work evaluating DOD’s efforts to acquire complex software for space systems and DOD’s modernization of the Global Positioning System, and she was a key contributor to GAO’s Agile Assessment Guide.
Erin holds a Master of Public Policy degree from the University of Denver’s Josef Korbel School of International Studies, a Master of Arts degree in International and Intercultural Communication from the University of Denver, and a Bachelor of Science degree from the University of Colorado. Erin lives in Denver, CO, and enjoys spending time outdoors with her husband and children.

Senior Analyst in the Government Accountability Office’s (GAO) Contracting and National Security Acquisitions teamBrian is a Senior Analyst in the Government Accountability Office’s (GAO) Contracting and National Security Acquisitions team. He has 17 years of experience evaluating Department of Defense (DOD) acquisition programs and policy. Specifically, over those 17 years, he has assisted on GAO reviews of DOD’s acquisition workforce, DOD’s acquisition milestone review process, DOD’s UAV and airborne electronic attack portfolios, and DOD’s science & technology enterprise. Brian has also worked on CNSA’s efforts to refresh its leading practices methodology for evaluating weapon systems. Recently, he led the portfolio analysis portion of GAO’s 2024 Weapon Systems Annual Assessment.
Brian holds a Bachelor of Arts degree in Political Science from Butler University and a Master of Public Policy degree from the Martin School of Public Policy and Administration at the University of Kentucky. Brian lives in Louisville, KY where, outside of work, he enjoys traveling with his wife and spending time with his 15-year-old son, and 13-year-old and 7-year old daughters.

Since joining GAO in 2017, he has primarily assisted on reviews related to the Missile Defense Agency and CNSA’s annual assessment of DOD’s weapon system acquisitions.
Michael holds a Master of Arts degree in International Security from the University of Arizona’s School of Government & Public Policy, and a Bachelor of Arts degree from the University of Buffalo.

Professor of Systems Engineering, DAUProfessor Salvatore “Sam” Fazio is a Professor of Systems Engineering at the Defense Acquisition University, Kettering, Ohio. He retired from a career in the US Air Force where he worked in the acquisition, research, test and evaluation, operations, requirements, and policy development of spacecraft and missile systems. He currently teaches program and acquisition management, engineering and technology management, leadership, and test and evaluation courses for DAU.
