This web event is a platform for anyone who has an interest in Government contract property and a desire to communicate with subject matter experts. Participants will gain exposure to various Government property resources, to include the DAU Government Property Community of Practice. This is an opportunity for participants to share resources and tools, engage in discussions about policies, regulations, current events, experiences, issues in the workplace, and other topics related to Government property.
The topic this month is Plant Clearance. Carol Brown, (OUSD/Defense Pricing and Contracting), Luke Wayne, and Karen Yamnitz (Defense Contract Management Agency) will be presenting.

Tonya Guy-Green, Learning Director of Industrial & Contract Property Management and Purchasing, DAU
Ms. Tonya Guy-Green joined DAU in 2013. She is the Learning Director of Industrial & Contract Property Management and Purchasing. She is responsible for overseeing life cycle activities of learning assets within the two areas as well as several Contracting assets. She is certified to instruct DAU Industrial Contract Property Management courses. Prior to joining DAU, she served as a Property Administrator (PA) for the Defense Contract Management Agency (DCMA) for nine years. While with DCMA, Ms. Guy-Green conducted surveillance of contractor property management systems varying in complexity with property valued up to $2.5 billion. Prior to Federal civilian service, she worked for Flight Safety Services Corporation and L-3 Communications Link Simulation and Training performing contract property management responsibilities in support of the United States Air Force C-141 Starlifter Program from 2001 through 2004. She also served in the United States Army as a Materiel Control and Accounting Specialist and a Logistics Specialist from 1989 to 1996.
Carol Brown, Senior Procurement Analyst, OUSD Acquisition & Sustainment, Defense Pricing and Contracting
Carol Brown is a Senior Procurement Analyst at the Office of the Under Secretary of Defense for Acquisition & Sustainment, Defense Pricing and Contracting. She has responsibility for Government Furnished Property (GFP) policy and the related systems. She helped design the GFP Module, in the Procurement Integrated Enterprise Environment, which launched in 2018. In addition to regularly working issues related to GFP auditability and accountability, she provides extensive GFP training and and assists users as the de facto GFP Module "help desk."
She has been with DPC for the last nine years, and has more than 23 years of Do procurement experience, including as a former warranted Contracting Officer for the Navy.
Karen Yamnitz, Performance Improvement Officer, DCMA
Karen Yamnitz is the Performance Improvement Officer for the DCMA Plant Clearance Group. Prior to this assignment, Karen served as a Plant Clearance Officer with DCMA beginning in 2011. During her career, she has dispositioned thousands of line items of excess government property totaling over $770 Million dollars. Karen has worked with Defense contractors both large and small, all over the United States. Karen has spoken at a number of NPMA and other professional events and she currently leads the Government User training on the GFP Module Plant Clearance Capability hosted by Defense Procuring and Contracting. Her current role is heavily involved with policy development, metrics and data mining, process improvement/internal controls, disposition software applications, and DCMA's role in FIAR. Karen has a Bachelor's from Drake University and currently lives in the St. Louis area with her husband and two children.
Mr. Luke Wayne, Director, Plant Clearance Group, DCMA
Mr. Luke Wayne is the Director of the Plant Clearance Group within DCMA's Government Contract Property Center. Since August of 2018, he has led a group of sixty Plant Clearance Officers around the globe in their mission of providing instruction and oversight for the disposal of four billion dollars of excess contract property annually. During his tenure at DCMA he has focused on innovative techniques to streamline procedures and the development and implementation of meaningful policies and systems. He continues to utilize his private and government sector experience to strategically position the Plant Clearance Group for the future of government contract property disposal requirements and audit readiness.
