'Hacking" Program Management Series: Surviving and Thriving through a Nunn-McCurdy Breach

  • Capt. Watkins is planning to share his experience working the Joint Precision Approach & Landing System (JPALS) program through a Nunn-McCurdy breach and associated mandatory briefings on his way to his report to Congress.  Capt. Watkins led this process so effectively that the Assistant-Secretary of the Navy for Research, Development, and Acquisition (ASN RDA) recently suggested that this good news story needed to be shared with as wide an audience as possible, and we are pleased that he will share his experience through DAU in our 'Hacking' Program Management webcast series.  We look forward to him sharing his Nunn-McCurdy and more general program management "hacks" with us.

    Dr. Steven E. “Steve” Moore entered the U.S. Air Force in 1980, graduating from the Air Force Academy with a bachelor's degree in Engineering Mechanics.  Steve served as an active-duty Engineer and Program Manager for ten years, followed by 27 years in the Aerospace & Defense industry with the same company whose name started out as Thiokol and ended as Orbital ATK (now Northrop Grumman).  Along the way, Steve earned his master's degree in Astronautical Engineering from the Air Force Institute of Technology and his PhD in Program Management from Capella University.   Steve has served at DAU for almost 5 years as a Professor of Program Management.

    CAPT Kevin Watkins, Naval Air Traffic Management Systems Program Manager (PMA-213)

    Captain Kevin Watkins is a native of Bowie, Maryland and graduated from the U.S. Naval Academy in 1996, earning a Bachelor's degree in Aeronautical Engineering. He is a graduate of the U.S. Naval Test Pilot School and the Navy Fighter Weapons School (TOPGUN).  He also earned a Master's degree in Systems Engineering from John's Hopkins University.

    His operational tours include flying the F-14D and the F/A-18F Super Hornet and supported both Operations Enduring Freedom and Iraqi Freedom.  Capt. Watkins has accumulated over 2,200 flight hours and 160 carrier-arrested landings in multiple tactical aircraft.

    His multiple acquisition tours include serving as the Deputy Program Manager for F-35 Mission Systems, the Deputy Program Manager for Landing Systems (PMA-213), and as Chief of Staff to the Director for Common and Commercial Systems, Naval Air Systems Command.  Capt. Watkins assumed his current position as Program Manager, Naval Air Traffic Management Systems (PMA-213) in August 2019.
