    Come and see how the USAF executes ITRAs, and get a glimpse of some training and tools they have developed to take ITRAs through the 9–12-month process.  Make sure your program is ready for your next major milestone to convince your Milestone Decision Authority to allow you to move ahead.

    USAF Enterprise Systems Engineering Team (ESET) lead in the Office of the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering

    Mr. Dale Burnham is the USAF Enterprise Systems Engineering Team (ESET) lead in the Office of the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering.  The ESET maintains the USAF Chief Engineer’s technical situational awareness of all Acquisition Category (ACAT) I programs, are the Office of Primary Responsibility (OPR) for Systems Engineering Plans (SEP) and are responsible for the execution of the 10 U.S.C. 4272 Independent Technical Risk Assessments. 


    Prior to his current assignment at the Pentagon, Mr. Burnham was the B-52 Enterprise Engineering team lead responsible for multifunctional engineering support across the various modification programs as well as fleet operations and sustainment engineering support.  Mr. Burnham was the Air Force Research Laboratory, Sensors Directorate, Plans and Advanced Programs division’s technical advisor from March of 2015 through March of 2020.  In this assignment he was responsible for the division’s technical vision and mission, which included execution of 6.3 and 6.4 demonstration programs and Small Business Innovative Research projects.  


    Mr. Burnham began his leadership growth with an assignment in the Air Force Center for Systems Engineering as a senior systems engineer and on a second tour in the C-5 program as the Chief of Systems Engineering (SE).  Earlier assignments in Mr. Burnham’s career included building expertise in Stability & Control, Flying Qualities, flight controls and air data across the acquisition lifecycle on the C-17, F-16 and C-5 programs.   


    Mr. Burnham received a Bachelor of Science in Aerospace Engineering from The Ohio State University in 2000 and a Master of Science in Aerospace Engineering from The Ohio State University in 2005.  Mr. Burnham has completed graduate level coursework in Operations Research and Systems Engineering at the Air Force Institute of Technology and George Mason University.  Mr. Burnham is an Air War College graduate.

    Rob “Dirty” Hogle, is a Technical Director at the Deputy Assistant Secretary of the Air Force for Science, Technology & Engineering (SAF/AQR), Enterprise Systems Engineering Team, Pentagon, Washington D.C. He is an action officer for Independent Technical Risk Assessments and advises on Systems Engineering Plans. His prior experience includes work across three of Air Force Materiel Command’s Centers in Reliability & Maintainability, Propulsion Integration, Science & Technology Management, Systems, and Chief Engineer/Technology Scout. He has spent time in Corporate America with organizations such as Dana Corporation, Spicer Driveshaft and Light Axle Division, as a Test Engineer and Honeywell, Autolite Spark Plug Factory, as a Process Engineer.

    Dion Wilson, is a Technical Director at the Deputy Assistant Secretary of the Air Force for Science, Technology & Engineering (SAF/AQR), Enterprise Systems Engineering Team, Pentagon, Washington D.C. He is an action officer for Independent Technical Risk Assessments and advises on Systems Engineering Plans.  Before his appointment at SAF/AQR, Mr. Wilson was Lead Engineer to the Director of Systems Design and Specification for the Missile Defense Agency at MDA HQ Fort Belvoir, VA executing all technical efforts with respect to the Missile Defense System (BMDS) Requirements. Mr. Wilson also served as on-site engineer at VAFB, CA directly supporting the Secretary of Defense Homeland Defense initiative of 44 interceptors by FY17, including execution of successful Ground-Based Interceptor (GBI) flight tests and operationally fielded multiple GBIs at Fort Greely, AK and VAFB, CA.

    Mr. Wilson received his Bachelor of Science Electrical Engineering from Southern University in 2009. Mr. Wilson received his Master of Science Systems Engineering from Naval Postgraduate School in 2017.
