Industry Small Business Liaison Officers (SBLO) Panel on Subcontracting Compliance Reporting Concerns

Carla Undurraga oversees the Global Supplier Diversity Program for Northrop Grumman’s Defense Systems Sector. She is charged with strategic initiatives that help Northrop Grumman achieve its business objectives and subcontracting goals to maximize the participation of small businesses and sustain a diverse supply base.  Ms. Undurraga educates and counsels supply chain, contracts, program, engineering, business development, and capture organizations on teaming, mentoring, subcontracting performance, and adherence to regulatory requirements and company procedures that govern and comply with US Government Small Business Subcontracting Programs administration. Ms. Undurraga serves on the Board of Directors for the Capital Region Minority Supplier Development Council and is a member of Northrop Grumman’s Supplier Diversity Enterprise Council. A few recognitions include the Small Business Administration’s Dwight D. Eisenhower Award for Excellence in Services, the National Veteran Small Business Coalition’s “Champion of Veteran Enterprises” Award, the Northrop Grumman Quality Award, and the Northrop Grumman 2024 Global Supply Chain Enterprise Collaboration Award.

As a Small Business Professional, Ms. Russell’s seventeen-year career includes experience in procurement, subcontracts and supplier diversity.  She has served as the Small Business Liaison Officer for BAE Systems Intelligence & Security Sector, since 2017.  As a member of a high performing supplier diversity team, she has received several internal awards in addition to the National Veterans Small Business Coalition Award for Excellence (2018 – present), Capital Region Minority Supplier Development Council, 2022 Corporation of the Yea and the prestigious SBA Dwight D. Eisenhower Award in 2023.

She received her bachelor’s degree in business administration from the University of Maryland University College.  She is also a National Contracts Management Association (NCMA), Certified Federal Contracts Manager (CFCM) and Alliance of Supplier Diversity Professionals (ASDP), Certified Supplier Diversity Professional (CSDP).

Ms Dempsey has enjoyed an extensive career in the field of procurement, subcontracts and supplier diversity.  Currently she is the Director, Small Business Programs for BAE Systems Intelligence & Security Sector, since 2006.   Ms Dempsey has also been a small business advocate for several prime contractors in the DC Metropolitan area.   She serves on multiple boards and committees, most recently served as the Chair, Capital Region Minority Supplier Development Council (CRMSDC)Board of Directors. 

She currently serves on the both the CRMSDC and the Community Business Partnership Board of Directors.  Additionally, she has served as the TRIAD Industry Group Co-Chair since 2006. 

Mr. Carkhuff is responsible for leading the life cycle activities of assigned Small Business Professional (SBP) learning assets.  He also serves as a professor for all instructor-led SBP courses.  He was the first DoD acquisition professional to earn the new DoD Small Business Professional Credential in May 2021.

He is a retired naval officer and former SH-60B helicopter pilot with over 2500 flight hours.  He is a graduate of the United States Naval Academy (BS, Physical Science), the Naval War College (MA, National Security and Strategic Studies), the Naval Postgraduate School (MS, Contract Management) and Liberty University (EdS, Educational Leadership).  He is a member of the Defense Acquisition Corps.
