Interfaces Between PM&P, DMSMS, and SCRM

Dr. Jay Mandelbaum is a research staff member at the Institute for Defense Analyses (IDA).  His current research is focused on creating policy, guidance, and training for improving Diminishing Manufacturing Sources and Material Shortages and Parts Management throughout the life cycle of DoD systems, with a special focus on microelectronics. He recently completed projects on assessing redundancy in performance audits within DoD; examining models for DARPA to use in developing industry partnerships; developing technology transfer concept models; writing cyber physical system security standards and evaluating the use of Partnership Intermediary Agreements in DoD's technology transfer program. 

His previous research topics include identifying best practices for value engineering in DoD; assessing DoD's financial execution process against outcomes and recommending how it can be improved; conducting technology readiness assessments in the context of the Defense acquisition process; building an aerospace and defense manufacturing competency model; and establishing best quality assurance, manufacturing, and systems engineering practices for Defense programs. Dr. Mandelbaum joined IDA in April 2004 after a 30-year career with the Federal Government.

Mr. Andrews has over 20 years of experience in defense logistics as a federal contractor with Logistics Management Institute (LMI) and serves as a senior advisor to the Deputy Assistant Secretary of Defense for Logistics (DASD(Log)), providing consultation in the area of Supply Chain Risk Management (SCRM).  Mr. Andrews is currently helping lead OSD’s efforts to develop a common SCRM framework, taxonomy, and overarching policy to enable better integration and execution of the Department’s many supply chain risk management actions.
