MOSA (Modular Open System Approach) is an integrated business and technical strategy employing a modular design to achieve competitive and affordable acquisition and sustainment.
This month's speakers will provide highlights of the forthcoming DoD Intellectual Property (IP) Guidebook, especially regarding MOSA, discuss the status and schedule of pending Defense Federal Acquisition Regulation Supplement implementation of 2021 NDAA statutory changes to MOSA related to data rights, and briefly discuss what MOSA and IP rights can accomplish together.

Mr. Richard M. Gray serves as the Director of the Intellectual Property (IP) Cadre in the Office of the Under Secretary of Defense for Acquisition and Sustainment. In this Senior Level position, Mr. Gray is responsible for coordinating DoD-wide policy and guidance for the acquisition, licensing, and management of IP, and leading a cadre of cross-functional IP experts to provide advice and support to the Military Departments and other DoD components. He also chairs the Defense Acquisition Regulations Council's Patents, Data, and Copyrights Team, and serves as a subject matter expert for the Federal Acquisition Regulation Teams.
Mr. George O. Winborne serves as the Lead for Communications, Knowledge and Performance Management for the Department of Defense (DoD) Intellectual Property (IP) Cadre, in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). He leads efforts to develop and update intellectual property IP training and guidance for DoD in coordination with the Defense Acquisition University including integration of Modular Open System Approaches with contracting. He coordinates strategic communications with Congress and industry relating to DoD IP issues and supports acquisition programs with the development of strategies for the valuation and evaluation of IP.
