Dr. Matthew R. Kennedy is the Associate Director for Systems and eLaw at the Commodity Futures Trading Commission (CFTC).  Formerly, Matthew was a Program Manager at the Army's Program Executive Office - Enterprise Information Systems (PEO-EIS) and the Office of the Comptroller of the Currency (OCC) where he served as a Contracting Officer Representative (COR) on multiple contracts. Matthew also has experience as a Professor of Software Engineering at Defense Acquisition University, where he specialized in Agile acquisition.   Matthew served as the Associate Director of Engineering at the National Cancer Institute’s Center for Biomedical Informatics and Information Technology and was in the U.S. Air Force as a network intelligence and operations analyst.

Matthew worked inside and outside the government on various IT projects for over 20 years. He holds a Bachelor’s in Computer Science and a Master’s and Ph.D. in Computer Science and Software Engineering from Auburn University.  He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Program Management, Systems Engineering, and Information Technology (IT).

Jeff Mueller is a Lead Associate at Booz Allen Hamilton and retired Major in the U.S. Air Force. He had assignments in nuclear missile operations, space operational test, missile defense, space systems engineering and concluded as a professor teaching systems engineering and agile acquisition. At Booz Allen he is the Test and Integration lead for the GSIS contract supporting Space Systems Command. Previously he was the Project Lead supporting the Evolved Strategic SATCOM (ESS) program office. He holds a Global Master of Business Administration from Thunderbird School of Global Management, a Master of Engineering in Systems Engineering from Cornell University and a Bachelor of Science in Aerospace Engineering from the University of Notre Dame. He is a certified Scrum Practitioner and Agile Coach.
