Speaker: Major Kathleen “Katie” Biscotti

Description:
Known for programmatic innovations and advanced, integrated mission approach, Major Kathleen “Katie” Biscotti leads a Space Intelligence program for the Defense Intelligence Agency’s Office of Space Counterspace. As program manager, she set an adaptive Acquisition Strategy and established an iterative concept of operations developing a novel Family of Systems (FoS) Intelligence, Surveillance, and Reconnaissance (ISR) program.

Come join Major Biscotti as she discusses how the program established an adaptive mission approach within the confines of existing organizational norms. Hear how they leveraged prototyping, model-based systems engineering, and cloud-based software development to save years of critical path schedule. She will share lessons learned and best practices from creating flexibility within a program construct to respond to emerging threats throughout the program’s lifecycle and provide practical examples of adaptive acquisitions applications to accomplish mission requirements and objectives, faster, easier, and cheaper. She will also discuss how to avoid common pitfalls in Department of Defense software development activities.

Major Kathleen “Katie” Biscotti is a former Intelligence Officer, certified Mission Operations Commander (MOC), and Instructor. She’s supported over 2,700 missions, led a 120 member ISR operations crew, planned counter-trafficking operations, provided actionable data to combat forces, and integrated garnered intelligence into the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Enterprise.

After transitioning from Intelligence to Program Management, Major Biscotti served as a Block lead for an ACAT-I major software development program. After major program breaches and waterfall development issues, she supported successful implementation of agile software development to completion. Major Biscotti functioned as a principal action officer for a Nunn-McCurdy Review, Performance Assessment and Root Cause Analysis (PARCA) review, Acquisition Incident Review, and Integrated Baseline Review with subsequent reprogramming. She applied the lessons learned and findings from the investigative reviews of the large software development program, previous operational test support, and real-time ISR ops floor experience to implement best practices on her current program effort.
