    Description: Since the Federal Acquisition Streamlining Act (FASA) of 1994, federal agencies have had the flexibility to create and use fast, efficient, and meaningful selection processes in choosing contractors under Multiple Award Indefinite Delivery contracts commonly known as “MACs” (Multiple Award Contracts), yet we continue to struggle to fully leverage this flexibility. This webinar explores why it has been so difficult for so many agencies and what can be done about it.  Most importantly, it will go into specifics as to HOW to create and use processes that can and should be tailored to your unique requirements.               

    Come join us to learn about the decades-long struggle and why agencies have not fully utilized FAR 16.505 Fair Opportunity Ordering Procedures. This month’s focus is on evaluating offers using the comparative analysis method to select the BEST contractor to perform your requirement.

    Mr. Ed Chevalier

    Mr. Ed Chevalier

    Ed Chevalier is a Professor of Contract Management for DAU.  He spent most of his career in contracting at NAVFAC SW, where he served as the Director of Design & Construction Contracting responsible for the execution and oversight of design and construction contracting operations for NAVFAC SW. In a similar role, he previously served as the Director of Environmental Contracting supporting NAVFAC’s largest Environmental program, and he also served as Director of Acquisition Compliance & Oversight and Intern Program Manager. 

    As Branch Head within the OSD Studies Division of Washington Headquarters Services (WHS) Acquisition & Procurement Office in the Pentagon Mr. Chevalier was responsible for managing diverse contracting portfolios for all other WHS Directorates, congressionally appointed Boards, Commissions and Task Forces, and for the DoD Office of the Director, Administration and Management.

    Mr. Steve Rosenstein

    Steven Rosenstein currently serves as Director of Design and Development for Orion Construction, ensuring clients have the highest quality design and construction projects delivered on schedule, within budget/GMP, and exceeding expectations. Responsibilities focus on the full project lifecycle, from pursuits to leading proposal teams to overseeing design and construction contract delivery. His experience as a seasoned project manager utilizing various project delivery methods in the federal and municipal marketplaces provides a foundation for his teaming approach. Orion Construction focuses on projects for water, wastewater, reclaimed water conveyance pipelines, pump stations, building construction, and demolition for Federal, Municipal, and private sector clients utilizing various delivery methods.

    Steve previously served as a Senior Project Manager at NAVFAC SW for 14 years on multiple high-visibility projects, including horizontal, vertical, demolition, and large-scale area buildouts. He managed projects ranging from $500K to a program in excess of $1B.  Additional responsibilities included participating in numerous acquisition strike teams, leading NAVFAC process improvement programs, and being an SME for the streamlined acquisition process and implementation.
