Since the Federal Acquisition Streamlining Act (FASA) of 1994, federal agencies have had the flexibility to create and use fast, efficient, and meaningful selection processes in choosing contractors under Multiple Award Indefinite Delivery contracts commonly known as “MACs” (Multiple Award Contracts), yet we continue to struggle to fully leverage this flexibility.

SpeakersLisa Baker
Ms. Lisa L. Baker has been the Counsel, Marine Corps Systems Command, since 2012, and an Office of General Counsel attorney since 1998. Her area of expertise is all aspects of acquisition and government contract law. Ms. Baker is a graduate of Arizona State University and Barrett, The Honors College (summa cum laude), where she majored in Political Science with a minor in History, and the Arizona State University Sandra Day O’Connor College of Law (magna cum laude, Order of the Coif).
Kristine Kassekert
Ms. Kassekert is Associate General Counsel at Defense Health Agency and an Adjunct Professor specializing in Other Transaction Authority at DAU. She is a seasoned attorney with prior experience in Government as well as in the private sector, most recently as Associate Counsel at Marine Corps Systems Command and as Senior Counsel for Dell Services Federal Government. In addition to her official duties, she teaches at The George Washington University Law School. She earned a Master of Arts in Russian and East European Studies (Concentrations in Security Studies and Transitional Economics) from The Elliott School of International Affairs, a Juris Doctor with High Honors (Order of the Coif) from The George Washington University Law School and a Master of Laws in Government Procurement Law from The George Washington University Law School. She is admitted to practice in New York and the District of Columbia.

Renae Kvendru became the Chief of the Contracting Office (CCO) for Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in July 2011. Ms. Kvendru is responsible for contracting execution, compliance, community management, and oversight of operations for a program that awards over $2B annually in contract actions for environmental, construction, architectural-engineering, energy, planning, and facilities support service requirements. As a Level III Contracting Officer, she provides technical expertise for complex contract actions and higher-level contracting approval for over two hundred Contract Specialists and interns throughout California, Arizona and Nevada.

Steven Rosenstein currently serves as Director of Design and Development for Orion Construction, ensuring clients have the highest quality design and construction projects delivered on schedule, within budget/GMP, and exceeding expectations. Responsibilities focus on the full project lifecycle, from pursuits to leading proposal teams to overseeing design and construction contract delivery. His experience as a seasoned project manager utilizing various project delivery methods in the federal and municipal marketplaces provides a foundation for his teaming approach. Orion Construction focuses on projects for water, wastewater, reclaimed water conveyance pipelines, pump stations, building construction, and demolition for Federal, Municipal, and private sector clients utilizing various delivery methods.
