Description:
Data rights refer to the Government’s rights to use, modify, release, display and disclose non-commercial technical data and computer software delivered to DoD components by contractors. The process of reviewing data rights markings in contract deliverables can be a complex and time-consuming task, even for the most seasoned data rights experts.
Joint Tactical Networking Center’s DrScan™ is an innovative intellectual property (IP) tool designed to allow the tool user to quick and effectively conduct markings checks on deliverables. Within minutes, it can scan and find data rights and other markings in tens of thousands of files and highlight exactly which files and markings may contain restrictive markings. The tool leaves “no stone unturned" in its search for markings. DrScan™ can then generate a report, which can be used by DoD professionals to assess data rights under DoD contracts. This feature can be invaluable for DoD professionals analyzing markings in large source code packages containing hundreds of thousands of lines of code. In addition to serving as a search tool, it also separates the findings into easy-to-manage groups. Grouping files allows the reviewer to analyze the data rights context in a more efficient manner.

Biography:
David Frank is the Content Management Lead for the Joint Tactical Networking Center (JTNC) DoD Information Repository (IR). David earned his B.S. in Electrical Engineering from the
University of Kansas and works for the Naval Information Warfare Center (NIWC) Pacific as an Electrical Engineer. He has worked with software defined radio (SDR) systems and their software baselines since 1998.
Biography:
Wendy Santiago is a Systems and Engineering Technical Advice (SETA) contractor supporting the Joint Tactical Networking Center (JTNC). Wendy earned her undergraduate degree from the University of San Diego and her J.D. from the Thomas Jefferson School of Law. Since joining the JTNC team as an analyst in 2019, she has supported the JTNC evaluation of dozens of DoD IR data rights issues.
