Leveraging DCMA Capabilities: DCMA as a Mission Partner

    Series Description:

    DCMA has partnered with DAU to engage in outreach with the buying commands and provide information on various DCMA capabilities. DAU will host DCMA the Second Tuesday of each month, from 1300-1500 Eastern, to present a webinar series on Leveraging DCMA Capabilities. During this series, DCMA speakers will present different topics as well as any tools or job aids associated with those topics.

     

    Time: 1:00 - 3:00 p.m. ET (10:00 - 12:00 a.m. PT)

    CLPs: 2.0 (for entire 2 hour session)

     

    • A brief overview of DCMA to include DCMA leadership, authority, functions, global presence and value to the customer
    • The functional roles and Contract Administrative Service(s) (CAS) performed by DCMA 
    • “How to Find Us” – a short guide to finding DCMA expertise for your mission needs
    • DCMA Business Capability Framework (BCF)

    Description: During the first hour of DCMA as Mission Partner webinar session, Mr. Chad Salyer will cover several topics and address areas of interest that highlight who DCMA is and what we do as a mission partner. 

    Mr. Salyer will provide the following: 

    A brief overview of DCMA to include DCMA leadership, authority, functions, global presence and value to the customer. 

    The functional roles and Contract Administrative Service(s) (CAS) performed by DCMA.

    And “How to Find Us” – a short guide to finding DCMA expertise for your mission needs.

     

    Description:  During the second half of the DCMA as Mission Partner webinar session, Ms. Stephanie Rocha will cover DCMA Business Capability Framework (BCF).

    The DCMA BCF is the official framework comprised of capability boards led by Executive Directors within the agency consisting of cross-functional subject matter experts making decisions to implement an effective governance structure.  

    DCMA BCF is the approved venue for the proposal and review of policies, processes, projects, and initiatives that have agency-wide impact utilizing a set of high-level management functions that support the Agency's strategic plan and capture the results of the daily, multi-functional activities. 

    The ultimate goal of DCMA BCF is to provide enhanced lethality by ensuring timely delivery of quality products and providing relevant acquisition insight supporting affordability and readiness to the Defense Acquisition Enterprise.

    Mr. Chad Salyer

    Senior Acquisition Analyst (SAA) with DCMA Air Force Customer Engagement Division (CED)

    Mr. Chad I. Salyer is a Senior Acquisition Analyst with the Defense Contract management Agency assigned to the Air Force Customer Engagement Division (CED), DCMA Portfolio Management and Business Integration (PM&BI) Directorate. Duty Stationed at Wright Patterson AFB, Ohio.  His current role includes supporting the Air Force Sustainment Centers as well as the remote PEOs under the Air Force Lifecycle Management Center.

    Mr. Salyer has 13+ years of experience with DCMA beginning in May 2009 as part of the Keystone Internship program as a Contract Administrator (CA) supporting the Columbus Geographic Workload.  Upon graduation he moved to the Dayton Simulator team where he supported the Air Force Life Cycle Management Center out of Wright Patterson AFB as a CA and then as an Administrative Contracting Officer. He then was selected to oversee the Dayton Contract Field Team as a First Line Supervisor in 2016.

    Mr. Salyer was then assigned to oversee a team of contracting professionals supporting SOCOM HQ on a reimbursable basis out of MacDill and the PEO SOFSA program managed out of Bluegrass Station in Lexington KY.  He was also responsible for overseeing teams supporting a diverse geographic workload located in Northern KY, Cincinnati OH, and Cleveland OH which includes a large grant and OTA workload.

    Mr. Salyer is a member of the Defense Acquisition Corps and holds a Level III DAWIA Certifications in Contracting.  He holds a Bachelor of Science in Management Information Systems from Wright State University (2003). Mr. Salyer and his wife, Angela, have two children, Cole and Haley.

    Senior Acquisition Analyst (SAA) with DCMA Air Force Customer Engagement Division (CED)

    Mr. Edward “Andy” Yeaste is a senior Acquisition Analyst with the Defense Contract Management Agency assigned to the Customer Engagement Division (CED), US Air Force, Portfolio Management and Business Integration (PM&BI) Directorate at Wright Patterson Air Force Base, Ohio.  Mr. Yeaste joined DCMA in June 2010 and currently supports the Air Force Service Team responsible to promote/facilitate customer engagements and resolve systemic issues impacting the customer or DCMA.

     

    Mr. Yeaste has a vast level of experience with several past assignments within the Department of Defense to include tours within DCMA as a team supervisor and industrial specialists. Prior to DCMA, Mr. Yeaste held positions as Commanding Officer of several ashore Navy commands with Naval Surface Forces, Atlantic and Pacific.  Mr. Yeaste also held several command positions with Military Sealift and Navy Central Command as well as shipboard tours of duty aboard several Navy cruisers and frigates.

     

    Mr.  Yeaste earned a Master of Science in Systems Technology and Integration from the Naval Postgraduate School in Monterey, CA and a Bachelor of Engineering in Naval Architecture from the State University of New York, Maritime College at FT Schuyler, Bronx, NY.  Mr. Yeasts is also Joint Qualified with the Armed Services and has Joint Professional Military Education Level I and Level II certification from the Naval War College.

     

    Mr. Yeaste is a member of the Defense Acquisition Corps and a certified acquisition professional. He is DAWIA Level III certified in Production, Quality, Manufacturing and Engineering and Level II certified in Program Management. Mr. Yeaste also holds professional licenses as a Third Assistant Engineer with the US Coast Guard and as a pilot with the Federal Aviation Agency.

    Program Manager, Defense Contract Management Agency (DCMA) Business Capability Framework (BCF)

    Mrs. Stephanie Rocha is the Program Manager of the Defense Contract Management Agency (DCMA) Business Capability Framework (BCF) where she manages the framework that comprises of senior level, cross-functional, integrated decision-making boards executed to maintain the Agency’s Corporate Governance structure. 

     

    Prior to assuming the BCF Program Manager position, Mrs. Rocha served as the Deputy Commander of the Defense Contract Management Agency (DCMA) – Carson Contract Management Office (CMO) where she oversaw a workforce consisting of contracting, quality assurance, engineering, manufacturing acquisition professionals and mission support personnel in the Los Angeles Basin. The Carson CMO provided contract oversight on 5,000 contracts valued in excess of $100B, spanning over 200 industry partners.

     

    Mrs. Rocha is a member of the Defense Acquisition Corps; Level III Certified in both Information Technology and Engineering; and was a Certified American Society of Quality, Certified Quality Engineer (2016-2019). 

     

    A native of Bakersfield, CA, colloquially known as the Southern Gateway to the Central Valley, Mrs. Rocha attended Bakersfield Community College before completing her bachelor’s degree in computer engineering and a master’s degree in computer science at California State University Long Beach (CSULB) in Long Beach, California.  Ms. Rocha and her wife, Michelle have two children Jocelyn and Joshua.
