Mr. Chad I. Salyer, Senior Acquisition Analyst, DCMA

Mr. Chad I. Salyer is a Senior Acquisition Analyst with the Defense Contract management Agency assigned to the Air Force Customer Engagement Team under the Portfolio Management and Business Integration (PM&BI) Directorate. Duty Stationed at Wright Patterson AFB, OH his current role includes supporting the Air Force Sustainment Centers as well as the remote PEOs under the Air Force Lifecycle Management Center.

Mr. Salyer is a member of the Defense Acquisition Corps and holds a Level III DAWIA Certifications in Contracting.  He holds a Bachelor of Science in Management Information Systems from Wright State University.

Part 2 - DCMA Tools Series #1 – Contract Management Team (CMT), Purpose Code Management (PCM) and Contract Deficiency Reports (CDR)

Description:  

During this session, experts from the Defense Contract Management Agency (DCMA) will discuss the following topics:

·       Contract Management Team (a legacy DCMA eTool)
·       Purpose Code Management in PIEE (Procurement Integrated Enterprise Environment) which houses CASD
·       Contract Deficiency Reports in PIEE

Speakers:

Mr. Mike Jacobs, CASD Administrator, DCMA

Mr. Mike Jacobs is the DCMA CASD Administrator responsible for ensuring the accuracy of the CASD contained within the PCM application.  CASD is the official listing of cognizant contract administration and payment offices within designated geographic areas, specified contractor plants, and exceptions to these assignments, enabling contracting professionals and contract writing systems to readily identify pertinent administration and payment offices. PCM/CASD assists contracting officers and contract writing systems in selecting the appropriate administration and payment offices when delegating such functions. DCMA maintains PCM/CASD in accordance with FAR 42.203 on behalf of the DoD.  

Mr. Eric Lee, PIEE Administrator, DCMA

Mr. Eric Lee is the DCMA administrator for PIEE. PIEE is a DoD Enterprise‐wide solution, owned and managed by DLA which contains various modules to perform acquisition duties. One of those modules is CDR.  The CDR module is a web application located within Procurement Integrated Enterprise Environment. CDR is used to report and resolve identified contract deficiencies. Contract deficiencies range from conflicting quality requirements to missing long lines of accounting.  Access to the CDR module is controlled by applying for CDR roles and following the PIEE process for approval.
