Leveraging DCMA Capabilities: DCMA Technical Support to Negotiations & Pre-Award Surveys

Series Description:

DCMA has partnered with DAU to engage in outreach with the buying commands and provide information on various DCMA capabilities. DAU will host DCMA the Second Tuesday of each month, from 1300-1500 Eastern, to present a webinar series on Leveraging DCMA Capabilities. During this series, DCMA speakers will present different topics as well as any tools or job aids associated with those topics.

• What is Technical Pricing Support
• Technical Support to Indirect Costs
• Analysis Overview
• How DCMA Supports our Customers
• Overview of actions performed on a survey request when received by DCMA
• General information and regulations that govern pre award surveys

Speakers:

Mr. Paul Plonski is a DCMA Headquarters Technical Directorate Staff Engineer. He is the Technical Support to Negotiations process owner, and a Technical Pricing Support policy, tools and training SME. Paul has served as a DCMA and DLA as an engineer for over 18 years in various roles such as; reverse engineering, re-engineering, value engineering, should cost analysis, price challenge, source development and qualification, and project management. Prior to joining the government Paul spent 23 years in the aerospace industry working for Major Defense Contractors in roles ranging from Engineer to Program Manager.

Mr. Aaron Marlin is an Industrial Specialist and a Subject Matter Expert for DCMA’s Pre-award Survey process. He served as a Pre-award Survey Manager approximately 5 years in the East Region. Mr. Marlin has supported DCMA as an Industrial Specialist for over 9 years in the fields of manufacturing and production surveillance, technical support, negotiations intelligence, risk management, and production planning and control. Additionally, he supports various working groups and activities on numerous projects involving training development and associated tools.  Mr. Marlin holds various certifications such as a Lean Six Sigma certification and being a certified engineering and technical management professional. 

Mr. Peter Lavallee is one of the Subject Matter Experts for DCMA's Technical Pricing Support Roles and is assigned to DCMA's Technical Directorate Engineering and Manufacturing Division. Mr. Lavallee has supported DCMA as an engineer for over 10 years in the field of engineering surveillance, technical pricing support, risk management, and configuration change management. Additionally, he supports multi-functional activities on numerous capabilities within DCMA policy, tool, and training development. Mr. Lavallee holds numerous industry certifications, is a Certified Quality Engineer, and member of the Defense Acquisition Corps.

Mr. Brian Hallatt has been with DCMA Cost & Pricing as a Supervisory/Lead Financial Analyst since 2013. He started at DCMA as a Contract Administrator in 2002 and has served as Supervisory Contract Specialist, Supervisory Contract Price/Cost Analyst and an Earned Value Management Specialist. Mr. Hallatt also served at the General Services Administration as a Contract Specialist/Contracting Officer.  He holds a Bachelor’s Degree in Accounting and a Master’s Degree in Project Management. Mr. Hallatt is DoD certified in Contracting and Business, Cost Estimating, and Financial Management and a member of the Defense Acquisition Corps.

Mr. Adam Van De Mark is the current Pre Award Survey Manager for DCMA Hartford.  Mr. Van De Mark supported DCMA as an Industrial Specialist from 2010 - 2018, prior to being promoted to Pre Award Survey Manager in 2018.  In addition to his work as the Pre Award Survey Manager, he is the CMO DPAS Officer for DCMA Hartford and acts as the liaison between DCMA Hartford and the Industrial Analysis Division.  Mr. Van De Mark retired from the United States Marine Corps Reserve in 2018 as a Gunnery Sergeant.  Mr. Van De Mark has completed his Master of Science in Supply Chain and Operations Management, as well as his Bachelor of Science in Business Administration from SUNY Buffalo and received Certification in Supply Chain Management from the Mason School of Business at William & Mary College.
